G.C. Section 84308: No
Fiscal Impact:

Appropriate $249,148.66 for FY25 expenses from general fund balance. Funds will be dispersed in subsequent fiscal years as follows:
FY26: $38,362.87
FY27: $38,362.87
FY28: $38,362.87
Background:

Public safety remains a top priority for the city, particularly at high-traffic community events such as the California Poppy Festival, Field of Drafts, Halloween Haunt, and other public 1 3

gatherings. With the increasing concerns surrounding public safety incidents, it is imperative that proactive measures be implemented to mitigate potential threats.

EVOLV Weapons Detection Systems offer an advanced, non-intrusive security screening solution that enables rapid detection of concealed weapons while maintaining smooth pedestrian traffic flow. This technology has been successfully deployed in various municipalities, schools, and large public venues across the country. The PARCS Department and Lancaster Police Department tested the EVOLV system at the 2024 Halloween Haunt. Not only did it detect potential weapons that a traditional metal detector may have not identified, but the team was also able to scan and provide entry into the event for over 500 patrons, many in full costume, in less than 20 minutes. Drastically reducing the entrance waiting time for families, resulting in a more enjoyable experience for visitors.

Unlike traditional metal detectors, EVOLV systems utilize advanced sensors and artificial intelligence to differentiate between everyday items and potential threats. This reduces the likelihood of false alarms and enhances the ability to identify dangerous weapons quickly. The EVOLV system enables high-throughput screening, allowing large numbers of attendees to pass through security checkpoints without lengthy delays. This ensures an improved experience for patrons while maintaining robust security measures. The proposed award to ICU Technologies will provide three (3) dual-lane systems. It will include four years of service, and all the hardware and software necessary to run the systems.

Staff is recommending that Council authorize the City of Lancaster to enter into a cooperative purchasing agreement on the GSA Contract with ICU Technologies. In lieu of undertaking its own competitive bidding or proposal process, the City of Lancaster will utilize a cooperative purchasing agreement (piggyback) with ICU Technologies through GSA Partners. GSA, is a governmental purchasing cooperative that helps public agencies take advantage of competitively bid public contracts. The use of CMAS or GSA is consistent with the City of Lancaster's purchasing practices for achieving the lowest pricing available. It is the staff’s opinion a competitive bidding process facilitated by the City of Lancaster would not be practicable or advantageous. Under the Purchasing Policy, piggyback contracts with other governmental agencies for professional, scientific, expert, or technical services where contracts were competitively bid are allowed.

The City will enter into an agreement with the AV ALTA and the Antelope Valley Fair & Event Center to evenly share in the cost of the purchase and use of the systems. The shared use and investment will maximize the benefits of utilizing the system while reducing the overall cost for each organization.
