Recommendation:
1. Approve a five-year agreement for Accela Civic Platform, Accela Citizen Access, and purchase of 25 additional user licenses in an amount not to exceed $1,215,228.73; and
2. Authorize the City Manager, or his designee, to execute all contracts and associated documents.

Fiscal Impact:
$224,364.17 for year 1 as per the attached Renewal Order Form to be paid from11218000.5361.
Background:
For nearly twenty years, Accela has been an industry leader in powering thriving communities and empowering their leaders. Accela provides a unified cloud-based platform of ready-to-deploy permitting, licensing, and code enforcement software solutions that accelerate growth, efficiency, and transparency in communities of all sizes.
The City of Lancaster has been using the Accela platform since 2018 to support its Planning and Permitting functions and operations; this agreement will allow them to continue providing these essential services. The increase in user licenses will allow the addition of Code Enforcement and Special Event Permitting processes during 2025. A Sole Source Form is attached with the justification for procuring this vendor.
The proposal is a five-year agreement with fixed payments due each year with a 4% increase in years 2 – 5.
