Fiscal Impact:
The lease agreement is $600 per month or $7,200 annually. The lease term is month to month beginning on March 1, 2025.
Background:
The BLVD serves as the cultural and economic heart of Lancaster, attracting residents, visitors, and businesses. To ensure the continued success of this district, it is essential to address concerns regarding public safety and security. Establishing a visible law enforcement and security presence will help deter criminal activity, provide faster response capabilities, and increase community confidence in the area’s safety.

The proposed lease will allow the Lancaster Police Department and security officers to operate a substation on The BLVD, providing:
A visible deterrent to crime – The presence of uniformed officers and security personnel will discourage unlawful activity.
Quicker response times – Officers stationed within the district can respond rapidly to incidents, improving overall safety.
Community engagement – The substation will serve as a hub for outreach efforts, fostering stronger relationships between law enforcement and the community. Enhanced business support – Local businesses will benefit from a safer environment, encouraging increased patronage and economic growth. Family-friendly atmosphere – A secure and welcoming downtown will encourage families to visit The BLVD for shopping, dining, and entertainment.
Earlier this year, the BLVD Association President, Artzrun Minasyan, presented the annual report to the Council and asked for continued support from the Council and the City to ensure The BLVD is a safe space for businesses and the community.
The establishment of a Lancaster Police Department and security presence on The BLVD aligns with the City's commitment to public safety and economic vitality and addresses the concerns of The BLVD Board. By creating a secure environment, we can foster a thriving downtown where businesses prosper, and families feel safe to visit.
