STAFF REPORT
City of Lancaster
CC 10
2/25/25
TN
Date: February 25, 2025
To: Mayor Parris and City Council Members
From: Sonya Patterson, Parks, Arts, Recreation, and Community Services Director Subject: Art Storage System
Recommendation:

A. Award the contract for purchasing and installing art storage system equipment at the Lancaster Police Department Storage Facility to McMurray Stern, Inc in an amount not to exceed $153,799.49, plus a 10% contingency utilizing the Sourcewell Contract process.

B. Authorize the City Manager, or his designee, to execute all contracts and associated documents, subject to City Attorney approval.

G.C. Section 84308: No
Fiscal Impact:
$169,179.45 (including 10% contingency); sufficient funds are available in the Art and Museums Admin Budget Account Number 1016600.8100.

Background:

The Lancaster Museum of Art and History (MOAH) houses a growing collection of artwork used for departmental events, officer recognition, public outreach, and community engagement programs. Over time, the existing art storage space and fixtures have become insufficient to properly accommodate these pieces, resulting in cramped conditions and an increased risk of damage. Additionally, the current system makes it difficult for staff to access and organize artwork quickly and efficiently.

Staff is recommending that Council authorize the City of Lancaster to enter into a cooperative purchasing agreement on the Sourcewell Contract with McMurray Stern, Inc. In lieu of undertaking its own competitive bidding or proposal process, the City of Lancaster will utilize a cooperative purchasing agreement (piggyback) with McMurray Stern, Inc through Sourcewell Partners. Sourcewell, is a governmental purchasing cooperative that helps public agencies take 1 3

advantage of competitively bid public contracts. The use of Sourcewell is consistent with the City of Lancaster's purchasing practices for achieving the lowest pricing available. It is the staff’s opinion a competitive bidding process facilitated by the City of Lancaster would not be practicable or advantageous. Under the Purchasing Policy, piggyback contracts with other governmental agencies for professional, scientific, expert, or technical services where contracts were competitively bid are allowed.

The proposed award to McMurray Stern, Inc. will be an expanded art storage system that not only provides greater capacity but also enhances preservation, organization, and security. By increasing the available storage space, the PARCS Department can better protect and maintain art pieces, ensuring these valuable assets remain in good condition for years to come. An upgraded system will streamline the Department’s ability to catalog, rotate, and display artwork, benefitting both the efficiency of MOAH operations and the broader community, as these pieces are often showcased at public events and other City functions.
