Recommendation:
1. Approve the assignment of the following professional services agreements from the City of Lancaster to the First Public Hydrogen Authority (FPH2), transferring all contractual rights, obligations, and responsibilities:
a. ENSO Advisory Services – Providing advisory services for the H2 Twin Cities Mentor/Mentee Program.
b. FTI Consulting – Providing hydrogen-related communications and design support.
2. Authorize the City Manager to finalize and execute the Assignment Agreements in substantially the form attached, as well as any necessary documents to finalize the transfer, ensuring continuity of services under FPH2’s administration.

Fiscal Impact:
There is no fiscal impact associated with this action. The contracts will continue under previously allocated funding, with FPH2 assuming all associated costs and obligations.
Background:
The First Public Hydrogen Authority (FPH2) was established as a joint powers authority to lead hydrogen-related initiatives previously managed by the City of Lancaster. As part of this transition, existing professional services agreements supporting hydrogen programs must be assigned to FPH2 to ensure continuity of operations and program execution. 1 9
