Background:
The Lancaster Performing Arts Center (LPAC), located at 750 W Lancaster Blvd, has served as a vital cultural hub for the Antelope Valley for over 30 years. As the largest performing arts facility in northern Los Angeles County, this LPAC is a heavily utilized community asset that requires key renovations to maintain its functionality and enhance the customer experience for both patrons and staff. Currently, the box office area presents significant operational inefficiencies and challenges due to its being outdated. Furthermore, the building is showing signs of age and needs renovation.
This project addressed these needs through a two-pronged approach:
1 3
9 2
1. Box Office Renovation: This renovation will significantly improve both staff efficiency and patron experience by expanding the existing box office space, adding a third window, removing the internal window, and updating the cabinetry and lighting.
2. Exterior Building Painting: This essential project will include painting of the entire exterior of LPAC and patching any blemishes. This work will protect the building’s structure and ensure its longevity for future generations.
These improvements are critical to preserving the Valley’s premier performing arts center for the community. Operational deficiencies will be addressed, the appearance revitalized, and LPAC’s lifespan extended.
This project is subject to the Community Workforce Agreement by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Unions (“CWA”). Per Section 2.6(b) of the CWA, Letters of Assent shall be submitted to the Contractor and each of its subcontractors, of whatever tier, forty-eight (48) hours prior to the commencement of work, or within forty-eight (48) hours after the award of Project Work to the Contractor (or subcontractor), whoever occurs later.
To maintain project timelines and budget constraints, staff recommend the efficient and cost-effective cooperative purchasing agreement and LPAC Box Office Renovation and Painting through Sourcewell.
Consistent with City purchasing policies, this approach ensures competitive pricing without initiating a separate, lengthy bid process. Sourcewell is a national cooperative that provides pre-vetted public contracts for government agencies.
