STAFF REPORT
City of Lancaster
NB 2
2/25/2025
TN
Date: February 25, 2025
To: Mayor Parris and City Council Members
From: George Harris, Senior Director/Treasurer Administrative Services Subject: Adoption of an Ordinance Authorizing an Amendment to the Contract Between the City of Lancaster and the Public Employees’ Retirement System and Declaring the Urgency Thereof
Recommendation:

Adopt Ordinance No.____, authorizing an amendment to the contract between the City of Lancaster and the Public Employees’ Retirement System and declaring the urgency thereof.

G.C. Section 84308: No
Fiscal Impact:

No additional funding is needed for the new CalPERS – Safety plan at this time. The exact amount of funding required is uncertain due to the timeline of the hiring of additional law enforcement personnel. Any potential increase in funding will be offset by the exemption of city-provided 401a contributions to the employees eligible for the CalPERS – Safety plan, which will help reduce the financial impact. A mid-year adjustment will be made based on actual expenditure if necessary.

Background:

The Lancaster Police Department is committed to growing and enhancing its ability to address crime and quality of life concerns in our community. Given current crime trends, the City recognizes the importance of taking proactive measures to prevent potential serious issues. To support this effort, the city is looking to implement a CalPERS - Safety retirement plan. This step is crucial for building a strong, sustainable police force by ensuring we offer competitive benefits to recruit and retain highly qualified officers. By taking these actions, we are strengthening the department’s capacity to serve the community effectively and responsibly. A finding has been made in Section 4 of the Ordinance for Council to adopt this as an Urgency Ordinance.
