Date: February 25, 2025
To: Mayor Parris and City Council Members
From: Sonya Patterson, Parks, Arts, Recreation, and Community Services Victoria Reyna, Assistant Director – Arts, Museums, and Community Services Subject: City of Lancaster Public Art Master Plan
Recommendation:

Adopt Resolution No. _____, thereby approving the City of Lancaster Public Art Master Plan and authorizing staff to implement strategies and recommendations outlined within the Plan.

G.C. Section 84308: No
Fiscal Impact:

None at this time. The Resolution, if approved, will adopt the proposed Public Art Master Plan for the City of Lancaster. The plan includes implementation recommendations and goals for future consideration, including establishing an art development fee. These fees would provide funds to support Lancaster’s Public Art Program.

Background:

The City of Lancaster recognizes that public art plays a vital role in fostering cultural awareness, sparking imagination, and stimulating creative dialogue among residents, businesses, and visitors.

Over the past decade, the City has successfully introduced various public art initiatives, including murals, sculptures, and art-centric community events, that have enhanced Lancaster’s identity and contributed to its economic vitality.

Building on these successes, the City has developed a Public Arts Master Plan as a crucial guiding document. The Plan will assist the City in expanding its current public art program, establishing additional approaches to public art, and setting priorities that reflect Lancaster’s evolving needs. It will also identify resources for supporting public art throughout the City, offer guidance for the Public Art Program, and propose a strategic plan for artwork selection and placement. In doing so, the Plan aspires to unify Lancaster under a shared community vision and to educate the public about the value and impact of public art.

Public art pieces, whether newly commissioned or historically significant, serve as unique landmarks that highlight and enhance buildings, parks, and neighborhoods. By interacting with art on a regular basis, residents and visitors alike enjoy a richer, more vibrant quality of life. The Public Arts Master Plan will ensure that this vitality continues to expand and thrive by providing the necessary framework for developing, administering, and maintaining a dynamic Public Art Program in Lancaster.

Lancaster’s commitment to fostering a thriving arts environment is rooted in the recognition that public art elevates our shared spaces, sparks community dialogue, and strengthens civic pride. In developing the Public Art Master Plan, the City has focused on creating a framework that not only reflects these values but also provides practical, actionable steps to ensure the continued growth of public art throughout the community.

The development of the City of Lancaster’s Public Art Master Plan (PAMP) involved four main community engagement efforts: a bus tour that allowed planners to see key neighborhoods and art opportunity areas, stakeholder interviews with local leaders and art groups, a booth at the Summer Block Party with interactive boards and questionnaires, and an online community questionnaire promoted through social media and events. Each method captured specific insights, ranging from overall community values to the precise types and locations of art desired.

Community members expressed the strongest interest in seeing art that highlights Lancaster’s local culture, includes children’s participation, and is dispersed beyond The BLVD—particularly in places like parks, schools, and unexpected areas. The most popular art types included lighting installations, gateways, and garden art, while architectural features, pavement art, and augmented reality were comparatively less favored. Overall, participants stressed the importance of representing diverse cultures, promoting local artistic talent, and using public art to enhance community identity and safety.

The Plan outlines a suite of strategic implementation tools designed to achieve the City’s vision of “art everywhere.” Through a tiered roadmap—encompassing short-, mid-, and long-range goals—the Plan highlights the activities and programs needed to support Lancaster’s expanding dedication to the arts.

This approach allows the City to methodically roll out art initiatives while maintaining flexibility to respond to emerging opportunities.

A key aspect of these tools is the identification of varied funding sources at local, state, and national levels. By actively seeking financial support and partnerships, the City aims to ensure that new projects can be realized without placing an undue burden on municipal resources. Additionally, the Plan incorporates a ranking system that helps prioritize where public art installations will have the greatest impact. By concentrating efforts in locations that offer high visibility and accessibility, the City can maximize the benefits of each new piece, whether through direct public engagement or by enhancing the character of a particular neighborhood.

To support these objectives, the Master Plan includes a clear Implementation Action Plan. This guide serves as a roadmap for commissioning new works, preserving existing installations, and expanding Lancaster’s overall inventory of public art. It emphasizes how public art projects contribute to physical, social, cultural, and economic well-being—benefits that only a robust Public Arts Program can truly fulfill.

The City remains dedicated to promoting a dynamic arts scene that resonates with residents and visitors alike. By commissioning and preserving public art that reflects Lancaster’s rich heritage and contemporary aspirations, the City seeks to create memorable experiences in everyday spaces. From neighborhood murals to large-scale installations, these pieces provide opportunities for engagement, provoke meaningful conversations, and encourage residents to take pride in their surroundings. 1 3

Through the Public Art Master Plan’s strategic directions and dedicated action steps, Lancaster is positioned to cultivate a vibrant cultural landscape that not only beautifies the City but also fosters community connections and economic vitality. By adopting this Plan, the City Council authorizes staff to move forward confidently with these strategies, ensuring that the vision for a thriving public art environment becomes an enduring reality.

The proposed Resolution No. _____ adopts the City of Lancaster, Public Art Master Plan as written and directs staff to diligently work to implement the recommendations in the City of Lancaster Public Art Master Plan. Additionally, directs staff to bring back, for future consideration, an ordinance establishing development standards and fees for public art.
