RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LANCASTER, CALIFORNIA, APPROVING AND ADOPTING
THE UPDATED EMERGENCY OPERATIONS PLAN (EOP)
AND AUTHORIZING ITS IMPLEMENTATION.
WHEREAS, the City’s Emergency Operations Plan (EOP) establishes policies, procedures, and responsibilities for responding to and recovering from emergencies; and disasters; and WHEREAS, the City created and approved the EOP in 2011; and WHEREAS, periodic updates to the EOP are necessary to reflect current best practices, lessons learned, and changes in federal, state, and local emergency management requirements; and WHEREAS, the updated EOP has been developed in compliance with the Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS), and guidance from the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (Cal OES); and
WHEREAS, the updated EOP has been reviewed and endorsed by key emergency response partners and stakeholders; and
WHEREAS, the City Council finds that the adoption and implementation of the updated EOP will enhance the City’s ability to effectively respond to and recover from emergencies and disasters.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANCASTER, AS FOLLOWS:
Section 1. The City Council hereby approves and adopts the updated EOP, attached hereto as Exhibit A.
Section 2. The mayor is authorized and directed to sign the EOP Promulgation Letter, formally endorsing the plan and affirming the City’s commitment to emergency preparedness and response.
Section 3. The City Manager, or designee, is authorized to implement the EOP, ensure training and exercises are conducted, and make necessary administrative updates as needed Section 4. This resolution shall take effect immediately upon its passage.
