A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LANCASTER, CALIFORNIA, ADOPTION OF THE 2024
LOCAL HAZARD MITIGATION PLAN
WHEREAS, the Federal Disaster Mitigation Act of 2000 requires local governments to develop and maintain a Local Hazard Mitigation Plan (LHMP) to be eligible for certain types of federal disaster assistance; and
WHEREAS, the City of Lancaster has developed an updated LHMP that identifies risks, vulnerabilities, and mitigation strategies to protect the community from disasters; and; WHEREAS, the Federal Emergency Management Agency (FEMA) has reviewed the City’s LHMP and determined it to be "approvable pending adoption"; and WHEREAS, formal adoption by the City Council is required for FEMA’s final approval of the LHMP;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANCASTER, AS FOLLOWS:
Section 1. The City Council hereby adopts the 2024 LHMP as approved by FEMA.
Section 2. The City Manager or designee is authorized to submit all necessary documentation to California Governor’s Office of Emergency Services (Cal OES) and FEMA to complete the adoption process.
Section 3. A separate action will be taken at a later date to incorporate the LHMP into the Safety Element of the City’s General Plan for Assembly Bill 2140 (AB 2140) compliance.
Section 4. This resolution shall take effect immediately upon its passage.
