Fiscal Impact:
There is no direct fiscal impact associated with the adoption of the updated EOP. Implementation costs, such as training and public outreach, will be funded through existing budget allocations and potential grant opportunities.
Background:
The current City of Lancaster’s EOP was created and approved in 2011. This update provides the framework for coordinated response and recovery efforts during emergencies and disasters. Periodic updates are necessary to ensure alignment with state and federal regulations, including the Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS), guidance from the Federal Emergency Management Agency (FEMA), and the California Governor’s Office of Emergency Services (Cal OES). 1 9
