STAFF REPORT
City of Lancaster
CC 10
4/8/2025
TN
Date:April 8, 2025
To: Mayor Parris and City Council Members
From:Jenn Seguin, Manager
Trolis Niebla, City Manager
Subject:Adoption of the 2025 Local Hazard Mitigation Plan (LHMP) Recommendations:

Adopt Resolution No. approving the 2025 Local Hazard Mitigation Plan (LHMP) for final FEMA approval. By adopting the LHMP, the City will maintain compliance with Federal Emergency Management Agency (FEMA) requirements, ensuring continued eligibility for federal hazard mitigation and disaster relief funding; establish a foundation for future action to incorporate the LHMP into the Safety Element; strengthen hazard mitigation planning to reduce disaster risks in the community.

G.C. Section 84308: No
Fiscal Impact:

There is no immediate fiscal impact associated with the adoption of the LHMP. However, maintaining an adopted and FEMA-approved LHMP ensures continued eligibility for federal and state funding for hazard mitigation projects and disaster recovery assistance.

Background:

The Federal Disaster Mitigation Act of 2000 requires state and local governments to develop and maintain a Local Hazard Mitigation Plan (LHMP) to qualify for certain types of federal disaster assistance. The LHMP identifies risks, vulnerabilities, and mitigation actions to reduce the impact of disasters on the community. The City has completed an update to its LHMP, which has been reviewed and approved by the Federal Emergency Management Agency (FEMA) as "approvable pending adoption." Formal adoption by the City Council is required for FEMA’s final approval.

A future action will be required to formally adopt the LHMP into the Safety Element of the General Plan for compliance with Assembly Bill 2140 (AB 2140). This step will enhance eligibility for additional state cost-share funding for Public Assistance projects under the California Disaster 2 0
0 3
Assistance Act (CDAA) in future disasters. The (LHMP) outlines specific mitigation actions that align with the City’s emergency preparedness and resilience goals.
