Subject: Continued Collection of Solid Waste Handling Services Fee for Single-Family Dwellings on the Tax Roll Pursuant to Section 5473 of the Health and Safety Code Recommendation:
Adopt Resolution No. , of the City Council of the City of Lancaster, California, approving continued collection of solid waste handling services fee for single-family dwellings on the tax roll pursuant to section 5473 of the Health and Safety Code.
G.C. Section 84308: No
Fiscal Impact:
Previously approved three and one-half percent (3.5%) automatic annual inflationary increase to single-family dwellings for solid waste handling service fees for fiscal years 2024-2025 through 2028-2029.
Background:
On July 26, 2022, the City adopted Resolution No. 23-45, authorizing the collection of solid waste charges for single-family dwellings on the Los Angeles County Tax roll, pursuant to 5473 of the Health and Safety Code. At a public hearing on July 23, 2024, the City approved an increase to the fee, passed by the required two-thirds majority vote, for solid waste handling services for single-family dwelling parcels for fiscal years 2025-2026 through 2028-2029, pursuant to the franchise agreement between the City and Waste Management, which allows for an annual Consumer Price Index (CPI) increase of three and one-half percent (3.5%) to the charge.
The proposed Resolution approves the continued collection of solid waste handling services fee for single-family dwellings on the tax roll pursuant to section 5473 of the California Health and Safety Code for Fiscal Year 2025-2026.
