Background:

On January 23, 2018, the City Council authorized the execution of a Community Workforce Agreement (CWA) between the City of Lancaster and the Los Angeles/Orange Counties Building and Construction Trades Council. The agreement established labor relations policies and procedures for the City and for the craft employees represented by the Unions engaged in work on certain city improvement projects.

Subsequently, on July 28, 2020, the City Council approved an amendment to the CWA expanding its scope to include projects built by, with, or for the City where the City holds a “Proprietary Interest.” 1 3

As the original agreement set to expire, City staff engaged in discussions with representatives of the Trades Council to negotiate a revised and updated agreement. The proposed CWA continues to require that, for all applicable projects, the City contracts only with contractors who agree to comply with its terms.

Importantly, the agreement remains inclusive: non-union contractors are still eligible to bid on and be awarded City contracts, provided they adhere to the terms outlined in the CWA.

Under the updated agreement, the CWA applies to:
•Multi-trade contracts exceeding $750,000, and
•Prime specialist contracts exceeding $150,000.

The following types of work are exempt from the agreement:
•Work performed by City employees
•Services by design teams and their sub-consultants
•Professional service providers not performing manual labor •Non-construction support services
•Work arising from a local emergency
•Projects funded by the California Department of Housing and Community Development Block Grant funds
•City-led affordable housing projects
•Tree trimming, park/landscape maintenance contracts
The City of Lancaster is committed to fostering upward economic mobility for its residents. By authorizing the Community Workforce Agreement, the City helps ensure access to stable, well- paying jobs in the construction sector, contributing to the long-term economic vitality and resilience of our community.
