Background:
In 2023 the City Council created the City of Lancaster Police Department as a community led policing agency to address quality-of-life issues related to public safety. Since that time, there have been expressed needs from school districts for a School Resource Officer Program. The Westside Union School District desires to contract with the City of Lancaster Police Department for these services.
School Resource Officers (SROs) work in partnership with schools and community-based organizations to maintain a positive and visible law enforcement presence on school campuses.
Their role is not only to ensure safety but also to build meaningful relationships with teachers, 2 1

administrators, students, and families. SROs should strive to be approachable and responsive, making every effort to be available when their assistance is needed.
Primary Responsibilities:
Law Enforcement: Enforce laws and investigate crimes occurring on or around school campuses. SROs are responsible for addressing any disorderly conduct and ensuring a safe learning environment. SROs should consider all available options prior to using citation and/or arrest of students. School administrators shall be notified when a student is detained or arrested on school grounds.
Relationship Building: Foster strong, trust-based relationships with students, staff, and parents to create a supportive and trusting school climate. Serve as informal life counselors and mentors to students. SROs also act as liaisons to community services, working with school administrators and staff in providing support and resources to youth and families. Education and Outreach: Deliver classroom presentations and serve as guest speakers to enhance students’ understanding of law enforcement and public safety. Play a key role in educating the school community on topics such as drug awareness, conflict resolution, and other relevant public safety concerns.
Emergency Preparedness: Develop and implement emergency response protocols and comprehensive School Safety Plans. SROs coordinate closely with other first responders and are essential members of the school’s threat assessment team.
