Accept the work completed by Rite-Way Roofing Corporation for the Lancaster Community Center Roof Project and direct the City Clerk to file the Notice of Completion for the project.

Fiscal Impact:
$297,753.92 (including 15% contingency) was awarded based on the original contract. The total project cost is $274,704.84. Sufficient funds were available in Capital Improvement Project CP11BS049.CONST.URB STRUCT (GL Account 41369900-8000).
Background:
The proposed project included Rite-Way roofing supplying the building with a 60 mil thick PVC single-ply roof membrane, ensuring the building’s longevity and continued programming.
On January 28, 2025, the City Council authorized the City of Lancaster to utilize the Sourcewell public sector contract process with Rite-Way Roofing Corporation. In addition, Council awarded the contract for the Lancaster Community Center Roof project to Rite-Way Roofing Corporation in the amount not to exceed $297,753.92.
Per Section 2.2 of the Existing Community Workforce Agreement (“CWA”), this project was subject to the CWA by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council, and the Signatory Craft Councils and Unions (“CWA”). Per Section 2.6(b) of the CWA, Letters of Assent were submitted by the Contractor and each of its subcontractors, of whatever tier, forty-eight (48) hours prior to commencement of work, 2 1

or within forty-eight (48) hours after the award of Project Work to that Contractor (or subcontractor), whichever occurred later.
Construction of the project has been completed to the satisfaction of the Director of PARCS. The project was substantially completed on July 9, 2025, which was within the time permitted by the contract.
The total contract cost is $274,704.84.
