Subject: Confirmation of Commitment and Matching Funds for Samaritan's Purse Park Improvements – Land and Water Conservation Fund (LWCF) Grant Application The City of Lancaster is writing to affirm our enthusiastic commitment to the comprehensive revitalization of Samaritan's Purse Park and to express our strong interest in securing funding through the Land and Water Conservation Fund (LWCF) grant program. This ambitious project aims to deliver much-needed enhancements, including improvements to the park’s north exercise trail and playground, which will significantly benefit our community.

We understand the LWCF program's requirement for a secured 50% matching contribution. We are pleased to confirm that the City of Lancaster has already secured substantial dedicated matching funds totaling approximately $2,342,000. These funds have been awarded through competitive grants from the Los Angeles County Regional Parks and Open Space District (RPOSD) Measure A Program and the State of California Prop 68 Statewide Park Development and Community Revitalization Program. This amount meets the required LWCF grant match, demonstrating the City's robust financial commitment and readiness to proceed with this vital park improvement.

These substantial investments underscore the City's dedication to transforming Samaritan's Purse Park into an even more valuable and accessible community asset for all residents. We are confident that, with the LWCF grant's partnership, we can deliver a truly impactful and sustainable project that enhances the quality of life in Lancaster.

In lieu of the Authorizing Resolution, please accept this Commitment Letter as part of our application submittal. The Authorizing Resolution will be available following the August 26, 2025 Council Meeting. Thank you for your time and thoughtful consideration of our application. We eagerly anticipate the opportunity to collaborate with the LWCF on this important endeavor.

Sincerely,
Trolis Niebla Sonya Patterson
