Sole Source Proposal to provide new irrigation system hardware to Sgt. Steve Owen Memorial Park and Lancaster National Soccer Center In the PARCS department, we have begun to transition to a new smart irrigation system, WeatherTrak. With this system, staff can remotely control valves and turn on/off the system should issues arise. We are also able to detect irrigation issues earlier than ever with the flow sensor alert capability that this new system provides, ensuring that we are not wasting water, especially during the drought season. We have successfully upgraded to WeatherTrak at several locations, including Forrest E. Hull Park, Rawley Duntley Park, Skytower Park, Deputy Pierre Bain Park, and Whit Carter Park. The total expenditure for these upgrades amounts to $200,000.

SiteOne Landscape Supply is an exclusive distributor of WeatherTrak irrigation products in Southern California and can provide us with the best price for these products as well as direct access to support from the manufacturer. These products have already been installed in multiple park sites and have been instrumental in dialing in our irrigation for maximum efficiency.

Given that these products have proved to be so efficient at smaller park sites, we are requesting that SiteOne Landscape Supply be considered a Sole Source for WeatherTrak as we expand our use to Sgt. Steve Owen Memorial Park (OMP) and Lancaster National Soccer Center (LNSC). These sites currently have outdated irrigation systems which could pose a larger, more Docusign Envelope ID: B4A8D6DB-AD3B-4F2A-A306-D8437ED3F9C2 costly issue in the near future if not upgraded soon. LNSC has over 90 acres of turf and OMP has over 40 acres of turf. Should their current irrigation systems fail, the economic impact of recovering these turf areas would be massive as turf renovation products and methods are costly and time consuming.

The materials or services are unique and available only from one source, so that the quotation procedure required by the Lancaster Municipal Code would be meaningless.

Please see the attached letter from SiteOne Landscape Supply which attests to their status as an exclusive WeatherTrak distributor in Southern California.
