Fiscal Impact:
The reclassification of the vacant Technician I position in the City Manager’s Office – Communications division to an Administrative Assistant position will require an additional appropriation of $18,529.05 for the 2025 - 2026 fiscal year. Actual costs may vary based on the hire date and the salary step at which the position is filled.
The addition of one (1) Senior Analyst position in the Community Development department is estimated at $229,520 for Fiscal Year 2025 - 2026. No additional funding is required; however, appropriation of existing funds is necessary. This position will be supported through a combination of Measure A funding, a new annual revenue source beginning this year in perpetuity, and existing Public Local Housing Allocation (PLHA) funds.
Background:
The City Manager’s Office – Communications division has identified a need to reclassify the vacant Technician I position to an Administrative Assistant position. This adjustment will allow the division to better meet ongoing administrative or the need and operational support needs. It is estimated that $18,529.05 in additional funding will be needed for the reclassification.
The Community Development department has identified a need for one (1) Senior Analyst position to provide dedicated support for housing-related programs and projects. The community development department has contracted with consultants to provide these services in recent years. However, with the addition of Measure A funding through the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), it is recognized that there is a need for a dedicated senior analyst. LACAHSA has allocated $2,706,937 to the City of Lancaster for affordable housing creation, preservation, prevention, and ownership. Activities will be identified based on guidelines provided by LACAHSA and the Senior Analyst will lead efforts to ensure funding is utilized as required by the program's guidelines. The Senior Analyst will also assist with implementation and compliance activities related to the City’s Housing and Neighborhood Revitalization (HNR) projects, First-Time Homebuyer Program, Home Rehabilitation Program, Mobile Home Grant Program, and Accessory Dwelling Unit (ADU) initiatives. This position will work closely with the Housing Manager to ensure effective delivery of housing programs and services. This position is estimated not to require any additional funding, and the cost will be absorbed by Measure A and PLHA funding.
Both the reclassified Administrative Assistant position and the new Senior Analyst position will improve departmental capacity and enhance service delivery. Final personnel costs will be determined based on hire date and salary step at which these positions are filled.
