Background:

In November 2016, Los Angeles County voters approved the Los Angeles County Safe, Clean Neighborhood Parks, Open Space, Beaches, Rivers Protection, and Water Conservation Measure (Measure A). Funding through the program is generated in perpetuity through the collection of a parcel tax. Measure A provides the City of Lancaster with formula-based annual allocations, which can be utilized for park improvement projects.

On May 28, 2019 City Council adopted Resolution 19-21; approving the blanket authority to file applications with the RPOSD for Measure A Funds for projects or programs; and appointing the City Manager, or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of projects and programs.

In January 2024, RPOSD updated its Grants Administration Manual (GAM) to streamline future Measure A funding. Under the revised GAM, agencies will now be required to sign a single annual contract for access to funds, eliminating the need for separate contracts for individual projects.

This change will expedite the project approval process through the implementation of a Notice to Proceed, thereby eliminating the need for a grant agreement for each project.

The City has utilized Measure A funds to make improvements to several facilities and open spaces including Rawley Duntley Park, Owen Memorial Park, Prime Desert Woodland, Jane Reynold Park, Lancaster National Soccer Center, Armargosa Creek Pathway Trail, and Eastside Pool.

The Signed RPOSD Measure A Annual Allocation Grant agreement will enable the city to apply for and utilize funding for various park and open space improvements. A standard condition of receiving these funds is the recordation of a Deed Restriction on the improved property. This action ensures that the land is perpetually restricted to park and open space use, consistent with the public purposes of the Measure A grant program. The approval of a broad authorization for Deed Restrictions will streamline the process for all current and future projects funded through this program, allowing the City to meet grant requirements efficiently and proceed with vital park improvements.
