Background:

The City of Lancaster will apply for $2,342,000 in federal funding through the Land and Water Conservation Fund (LWCF) grant program to revitalize Samaritan's Purse Park. This project is vital for enhancing recreational opportunities in an economically disadvantaged urban area where access to outdoor recreation is limited, a priority strongly supported by the community.

The Samaritan's Purse Park Improvement Project has already secured $9.7 million in funds to make the community-prioritized project elements come to fruition. These funds come from the Prop 68 California Statewide Park Development and Community Revitalization Program and the 2 1
5 9
Los Angeles County Regional Park and Open Space District (RPOSD) Measure A Program. These secured funds meet and significantly exceed the LWCF program's 50% matching requirement, and the combined funding sources will cover a broad scope of improvements, including:
•Enhancements to the North Exercise Trail
•Playground revitalization
•Activity building enhancements
•Addition of a new splash pad and skate spot
•Addition of a half basketball court
•Landscaping and irrigation upgrades
•Improved lighting
•Addition of accessories like benches and trash cans
•Enhanced accessibility for all abilities
The LWCF grant will allow the city to address critical elements from the original community- requested scope that were unfunded due to budgetary constraints. These elements were primarily impacted by post-pandemic pricing increases.
