STAFF REPORT
City of Lancaster
CC 5
9/9/2025
TN
Date: September 9, 2025
To: Mayor Parris and City Council Members
From: Sonya Patterson, Parks, Arts, Recreation, and Community Services Director Subject: Adopt the Memorials on Public Spaces Policy and Procedure Recommendation:

A.Adopt the Memorials on Public Spaces Policy and Procedure.

G.C. Section 84308: No
Fiscal Impact:

No anticipated financial impact.

Background:

Memorials placed in public spaces, rights-of-way, and park grounds have the potential to pose a threat to the well-being and safety of motorists, pedestrians, and park patrons as they can cause visual distractions, trip hazards, and cutting hazards as items shatter.

Memorials can pose a financial threat as items placed on public spaces and park grounds can cause damage to landscape and work equipment. Additionally, memorials can pose an environmental threat as items are likely to become loose due to the frequent high winds, or intentional vandalism causing excess trash.

In order to avoid hazards to park visitors, damage to equipment, and traffic hazards to motorists and pedestrians, it is recommended that the City Council adopt this policy which will provide the means for City staff to remove memorials from park grounds, public spaces, City assets, and public rights-of- way.
