Background:

On November 9, 2021, the Lancaster City Council adopted Resolution No. 21-58 authorizing the submission of an application to the California Department of Housing and Community Development (HCD) for funding under the 2021 CalHome Program. In response to the Notice of 2 1
9 9
Funding Availability (NOFA) issued on September 21, 2021, the City applied for a grant in the amount up to $5,000,000.00 to support the launch of a new owner-occupied housing rehabilitation program.

The CalHome Program is a key initiative administered by HCD to promote neighborhood stabilization across California. It provides competitive grant awards to local jurisdictions to assist low-income homeowners in rehabilitating aging housing stock. Eligible households must have a gross annual income not exceeding $94,600 for a standard four-person household. The program aims to address critical health and safety concerns, preserve housing affordability, and mitigate the decline in property values within vulnerable communities.

Following the successful submission of the application, the City has been awarded the requested funds and must now formally accept and appropriate the grant. To implement the program, the City has entered into a partnership with Habitat for Humanity, a nonprofit organization with extensive experience in housing rehabilitation. A Memorandum of Understanding (MOU) not to exceed $500,000 with Habitat for Humanity will be executed to define roles, responsibilities, and program delivery mechanisms.

This funding will enable the City to make meaningful investments in its housing infrastructure, improve living conditions for qualified residents, and strengthen the overall stability and resilience of Lancaster’s mobile home parks.
