Subject: Approve Second Amendment to the DDA regarding Maison’s Sierra Phase 1 and 2A, and 2B and Approve Updates to Recorded Documents for Maison’s Sierra Phase 1
Recommendation:
That the City Council:
1. Approve Maison Sierra's Second Amendment to Disposition and Development Agreement (DDA) between the Lancaster Housing Authority and Ravello Holdings, Inc. which updates the legal descriptions for Maison’s Sierra Phase 1, 2A, and 2B.
2. Approve Reciprocal Easement Agreement with respect to the Common Areas in Phases 2A and 2B
3. Authorize the City Manager, or his designee, to negotiate, finalize, and execute any and all documents necessary or appropriate to complete the contemplated transactions, in a form to be approved by the City Attorney.
That the Lancaster Housing Authority:
1. Approve Maison Sierra's Second Amendment to Disposition and Development Agreement (DDA) between the Lancaster Housing Authority and Ravello Holdings, Inc. which updates the legal descriptions for Maison’s Sierra Phase 1, 2A, and 2B.
2. Approve Reciprocal Easement Agreement with respect to the Common Areas in Phases 2A and 2B
3. Authorize the Executive Director, or his designee, to negotiate, finalize, and execute any and all documents necessary or appropriate to complete the contemplated transactions, in a form to be approved by the City Attorney.

Fiscal Impact:
None.
Background:
As part of the completion of Phase 2A of the Maison’s Sierra project, Ravello is undertaking a cleanup of the legal description for Phase 1 following the recording of Tract Map No. 84221 and submitting perfecting deeds for Phase 1. A majority of the documents were approved by the Housing Authority on September 9, 2025. The Second Amendment to the DDA and Reciprocal Easement Agreement are the final documents for approval.
