Recommendation:
Authorize the City Manager and/or his designee, with the concurrence of the City Attorney, to negotiate, finalize and execute the contracts and all related documents and addendums.

Fiscal Impact:
$96,400 from account 11218000.5361 from the 2026 Fiscal year budget. Fiscal years 2026 through 2029 will be $19,500.
Background:
City staff determined the need to update the City’s main website and bring all the City’s various websites under one vendor for support, hosting and maintenance. The City conducted RFP 4010 for Website Application Replacement Project and selected Revize as the most qualified vendor.
Revize will partner with City staff to design and implement a modern, user-friendly, and visually engaging new website for the City of Lancaster. The redesign will focus on improving accessibility, navigation, and the overall user experience for residents, businesses, and visitors. In addition to the primary City website, Revize will assist in consolidating and standardizing all the City’s affiliated web properties—such as department and program sites—into a single, unified content management system (CMS).
By transitioning all City web platforms to one CMS and vendor, the City will achieve greater operational efficiency and consistency across all digital properties. This centralized approach will allow City staff to manage, maintain, and update all websites using the same tools, templates, and 2 2

workflows. Standardization will reduce redundancy, simplify training, and ensure that all sites maintain a cohesive look, feel, and functionality aligned with the City’s branding and communication standards.
The project will enhance the City’s digital presence, improve public engagement, and streamline internal processes related to website management. Residents and businesses will benefit from easier access to information and services, while staff will gain more flexibility and efficiency in content updates and site maintenance.
