Date: October 14, 2025
To: Mayor Parris and City Council Members
From: Patti Garibay, Director - Community Development
Kendall Brekke, Senior Planner – Community Development
Subject: Lancaster Eastside Annexation - Annexation No. 24-001/Pre-Zone No. 25-001 Recommendation:

Introduce Ordinance XX, amending the City Zoning Map to pre-zone 638 acres of land generally bounded by Avenue I, Avenue J, 50th Street East, and 60th Street East to Rural Residential (RR-2.5), known as Pre-Zone (PZ) No. 25-001, associated with Annexation (ANX) No. 24-001.

G.C. Section 84308: No
Fiscal Impact:

None.

Background:

The City of Lancaster is currently comprised of approximately 94 square miles. While the central portion of the City is relatively developed, much of the outlying areas of the City are undeveloped and have irregular boundaries. Additionally, many of the undeveloped parcels are small, sometimes with multiple owners or owners that live outside of the United States. These conditions present difficulties for developing the larger scale alternative energy and residential projects necessary to support City needs and goals.

In order to accommodate the future economic and housing needs of the City and to better align some of the City’s irregular boundaries, staff proposed the annexation (ANX24-001) of approximately 638 acres generally bound by Avenue I, Avenue J, 50th Street East, and 60th Street East from unincorporated Los Angeles County into the City of Lancaster. In association with the annexation, a pre-zone of the annexation area is proposed to align the property with the City’s zoning designations. The existing County zoning is Heavy Agricultural, 5-acre minimum (A-2- 5). The City of Lancaster 2030 General Plan established a land use designation for the site of Non-Urban (NU). In order to maintain general consistency with the existing County zoning and 2 2
0 8
to implement the existing land use designation, the proposed zoning designation is Rural Residential (RR-2.5). There is no development associated with the proposed annexation and pre- zone, and future development would be subject to separate approval.

The Lancaster City Council authorized the filing of this annexation application on July 9, 2024.

The application was filed with the Local Area Formation Commission (LAFCO) of Los Angeles County on July 2, 2025. Upon approval of the annexation and pre-zoning applications, LAFCO will proceed with the annexation process.
