Nicholas Godin, Assistant Director – PW City Engineering Subject:Approval of Facilities Relocation Agreement with Southern California Edison Company for the SR-138 (SR-14) Avenue K Interchange Project Recommendation:
Authorize the City Manager, or his designee, with the concurrence of the City Attorney, to enter into a Facilities Relocation Agreement with Southern California Edison Company (SCE) for the relocation of SCE owned and maintained transmission and distribution facilities (SCE Facilities) within the SR-138 (SR-14) Avenue K Interchange project limits, and execute all related documents.
G.C. Section 84308: No
Fiscal Impact:
$1,531,000.00 (total initial cost estimate includes a 24% Income Tax Component of Contribution [ITCC], for the current 2024 ITCC rate). Sufficient funds are available in CP15BR004.CONST, GL Account 21249900.8000.
Background:
On March 8, 2013, Los Angeles County Metropolitan Transportation Authority (LACMTA) executed Funding Agreement MOUC.MR330.02, for the SR-138 (SR-14) Avenue K Interchange project, granting $15 million dollars to fund design, project development, right-of-way, and construction of interchange improvements, as well as local street improvements on Avenue K from 10th Street West to 20th Street West, and on 15th Street West between Avenue K and Avenue J-
8. There are no matching fund requirements for the City.
As part of the construction improvements, street, sidewalk, curb and gutter improvements will be required, which will conflict with SCE infrastructure. SCE currently operates and maintains certain transmission and distribution facilities within and proximate to the project area. The City has determined that the implementation of project improvements will necessitate the relocation of portions of the SCE facilities, and have requested that SCE relocate some or all of the SCE 2 2

facilities. Under the Facilities Relocation Agreement, SCE will relocate seventeen (17) transmission poles with Distribution.
The total estimated cost for the relocation of the work is $1,571,000.00, for which the City is responsible. A prior engineering advance of $40,000.00 has been applied, leaving an outstanding balance of $1,513,000.00 to be paid in full upon execution of the agreement and prior to the start of any relocation work by SCE. Actual costs incurred, in connection with the relocation work as in Exhibit “B” of the Agreement, will be assessed at the completion of the construction work, and the City will be refunded or billed for any difference between the amounts previously paid and the final costs incurred by SCE for the relocation.
