G.C. Section 84308: No
Fiscal Impact:

None.

Background:

On July 8, 2025, the City and Westside Union School District (District) entered into School Law Enforcement Services Agreement for School Resource Officer Program at the District’s schools located within the City of Lancaster’s boundaries. The District now desires to expand the scope of services to include schools throughout its jurisdiction through the creation of a Joint Powers Authority comprised of the City and the District.

School Resource Officers (SROs) work in partnership with schools and community-based organizations to maintain a positive and visible law enforcement presence on school campuses.

Their role is not only to ensure safety but also to build meaningful relationships with teachers, administrators, students, and families. SROs should strive to be approachable and responsive, making every effort to be available when their assistance is needed. 2 2

Approval of the Joint Powers Agreement will allow the City to provide the SROs requested by the District throughout the District’s jurisdiction.
