Vice Mayor Crist called the special meeting of the Lancaster City Council / Successor Agency/ Financing/ Power Authority to order at 3:04 p.m.

On a motion by Council Member Mann and seconded by Council Member Malhi, the City Council excused Mayor/Chair Parris and City Council Member /Agency Director/Authority Member Hughes-Leslie from the City Council / Successor Agency/ Financing/ Power Authority Special Meeting of November 05, 2025, by the following vote: 3-0-0-2; AYES: Malhi, Mann, Crist; NOES: None; ABSTAIN: None; ABSENT: Hughes-Leslie, Parris STAFF MEMBERS:

POLICE SERVICES AUTHORITY
Police Chief Armalin presented this item.
Addressing the City Council on this item:
Shawn Cannon – discussed his support, appreciation, and need for this item.
Discussion among the City Council and staff included the potential cost savings for the Westside School District provided through this agreement, which would assist with more money and resources being available for students.

2 NB 1. JOINT POWERS AGREEMENT FOR THE WESTSIDE SCHOOL DISTRICT POLICE SERVICES AUTHORITY CONTINUED….
On a motion by Council Member Mann and seconded by Council Member Malhi, the City Council 1. Approved the Joint Powers Agreement for the Westside School District Police Services Authority; and 2. Authorized the City Manager in consultation with the City Attorney to negotiate and finalize terms and execute the final Joint Powers Agreement For the Westside School District Police Services Authority, by the following vote: 3-0-0-2; AYES: Malhi, Mann, Crist; NOES: None; ABSTAIN: None; ABSENT: Hughes-Leslie, Parris
