Recommendations:
1. Approve the First Amendment to the Disposition and Development Agreement (DDA) with Pacific West Communities, Inc. for the development of residential units on one parcel located near K-8 and 15th Street West, with affordability restrictions set for lower income households earning between 30% and 70% of the Area Median Income (AMI) for Los Angeles County, adjusted for household size.
2. Authorize the Executive Director, or his designee, to execute (i) the DDA in substantially the form presented, subject to nonsubstantive changes approved by the Executive Director and City Attorney; and (ii) all documents necessary or appropriate to complete the transaction.
G.C. Section 84308: No
Fiscal Impact:
The First Amendment does not change the purchase price of the parcel, which is $2,940,000.00.
The amendment revisits the affordability provisions of the DDA by increasing the maximum income limit for eligible households from 60% to 70% of the AMI.
Background:
On August 28, 2025, the Lancaster Housing Authority authorized execution of a DDA with Pacific West Communities, Inc., an Idaho general business corporation, for the purchase and development of property in Lancaster. The Parcel is located near Avenue K-8 and 15 th Street West, known as Assessor’s Parcel Number (APN) 3125-009-908.
The DDA provides for the construction of a multifamily affordable housing project that will bring approximately 230 affordable units to the community. Planned amenities include: a recreation building, green open space areas, and onsite community facilities, offering residents a vibrant and 2 2

supportive living environment. The proposed project was approved by the Lancaster Planning Commission on August 18, 2025.
The proposed First Amendment revises Exhibit B, Section II of the DDA, increasing the maximum income limit for eligible households from 60% AMI to 70% AMI. All other provisions of the DDA remain unchanged.
This amendment is intended to ensure long term feasibility of the project while maintaining the City’s commitment to affordable housing.
