This project is partially grant funded, with $1,328,727.27 in funding from Los Angeles County Regional Park and Open Space District (RPOSD) supporting this project.
Background:
The City of Lancaster Parks, Arts, Recreation & Community Services (PARCS) department has been working to revitalize Samaritan’s Purse Park (SPP), located at 44501 5th Street East. Formerly known as El Dorado Park. These upgrades are especially important because the park is a central hub for our community and is adjacent to an elementary school. Acquired in 1977, and one of the oldest in the city, this park is a cherished spot for many families in Lancaster.
To enable our community to continue making happy and safe memories, we are recommending authorization to enter into a cooperative purchasing agreement through the OMNIA Partners Public Sector Contract with Playcore Wisconsin, Inc dba GameTime c/o Great Western. In lieu of 2 2

undertaking its own competitive bidding or proposal process, the City of Lancaster will utilize a cooperative purchasing agreement (piggyback) with Playcore Wisconsin, Inc dba GameTime c/o Great Western through OMNIA Partners. OMNIA Partners is a national governmental purchasing cooperative that helps public agencies take advantage of competitively bid public contracts. The use of OMNIA Partners is consistent with the City of Lancaster's purchasing practices for achieving the lowest pricing available. It is the staff’s opinion a competitive bidding process facilitated by the City of Lancaster would not be practicable or advantageous. Under the Purchasing Policy, piggyback contracts with other governmental agencies for professional, scientific, expert, or technical services where contracts were competitively bid are allowed.
This project is subject to the Community Workforce Agreement by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions (“CWA”). Per Section 2.6(b) of the CWA, Letters of Assent shall be submitted to the Contractor and each of its subcontractors, of whatever tier, forty- eight (48) hours prior to the commencement of work, or within forty-eight (48) hours after the award of Project Work to the Contractor (or subcontractor), whichever occurs later.
The proposed award to Playcore Wisconsin, Inc., dba GameTime, c/o Great Western, will include the installation of modern, safe, and accessible play structures for ages 2-12. It will include features such as swing sets, multiple play features, and pour-in-place rubber surfacing, which will enhance safety and improve accessibility. These upgrades will benefit the community for years to come.
