Recommendations:
1. Approve contract amendment with Tip Top Arborists, Inc., of Lancaster, CA, for professional tree maintenance and management services, for an estimated amount not to exceed $444,761.40 for contract year two (includes optional 5% CPI increase from year one). Year three and two optional one-year extensions remain approved as is with a maximum of 5% CPI increase on the base contract amount.
2. Appropriate $143,625.60 (includes 5% contingency) to account 10163000-5755 for additional work needed for Contract Year Two.
3. Authorize the City Manager, or his designee, to sign all documents.
Fiscal Impact:
$444,761.40 for the contract amendment with Tip Top Arborists, Inc. for year two; with these actions sufficient funds are available. Additional years (contract year 3 and the two optional one- year extensions) will be budgeted for during the annual budget process and will include up to a 5% CPI increase on the prior year’s not to exceed amount of the base contract.
Background:
On September 1, 2024, an agreement for Professional Tree Maintenance and Management Services was entered into between the City of Lancaster and Tip Top Arborists, Inc. Through this agreement, the PARCS department has been able to address numerous arborist needs at our various 1 4

parks. However, the safety concerns of the trees at the Lancaster National Soccer Center exceed what was originally allocated in the current contract and must be addressed immediately to preserve the health of the turf and patrons at this site. It is recommended that an amendment for the removal of the trees posing an issue is approved.
