Date: December 9, 2025
To: Mayor Parris and City Council Members
From: Trolis Niebla, City Manager
Allison E. Burns, City Attorney
Subject: Second Public Hearing re Ballot Measure to Voters to Amend the Lancaster City Charter
Recommendation:
Conduct a public hearing to consider whether to submit a ballot measure to voters to amend section 201 of the Lancaster charter to authorize the City Council to enact an ordinance to (i) Increase the number of Council Members from 4 to 5, (ii) Add the office of Vice Mayor and (iii) Transition from at-large to district-based elections for Council Members consistent with the California Voting Rights Acts of 2001.
G.C. Section 84308: No
Fiscal Impact:
The costs associated with submitting the ballot measure have been allocated in the Election Budget, Account No. 101.12000.5313.
Background:
The Lancaster City Charter generally provides that the City shall be governed by, and all powers of the City shall be vested in, a mayor and city council consisting of four council members, all elected to office from the City at-large. However, the California Voting Rights Act of 2001, Cal.
Elec. Code §§ 14025-14032 (“CVRA”), provides that an at-large method of election may not be used if it impairs the ability of a protected class to elect candidates of its choice or its ability to influence the outcome of an election, as a result of the dilution or the abridgment of the rights of voters who are members of a protected class (Cal. Elec. Code § 14027).
The City has been notified of an allegation that its current at-large method of election violates the CVRA and, although it generally denies the existence of such alleged violation, has determined it is in its best interest and will further the purpose of the CVRA to consider initiating the process 2 2
6 2
of transitioning from its current at-large method of election to a district-based method of election.
The general law provides an expedited process for general law cities to transition to a district- based method of elections by merely enacting an ordinance, without voter approval; however, that expedited process is not available to the City because the City must first amend section 201 of its Charter.
Staff asks that Council conduct the second of two public hearings required by the Elections Code to consider whether to submit a ballot measure to voters to amend section 201 of its Charter to authorize the City Council to enact an ordinance to (i) increase the number of council members from 4 to 5, (ii) add the office of vice mayor, and (iii) transition from at-large to district-based elections for council members consistent with the California Voting Rights Act of 2001.

Section 201. Mayor and City Council. The City shall be governed by, and all powers of the City shall be vested in, the Mayor and City Council. The City Council consists of four Council Members each elected to office from the City at large in the manner provided by the laws of the State or procedures adopted by ordinance. The Mayor shall be elected to office from the City at large. The Mayor and each City Council Member shall have equal votes on all matters coming before the City Council. The Mayor and each City Council Member in office at the time this Charter takes effect shall continue in office until the end of the term for which he or she was elected or appointed subject to the right of the people to recall the Mayor or a City Council Member from office as provided in the laws of the State. Notwithstanding the provisions of this Section 201, the City Council may by ordinance enact the provisions of Section 201.5, below, which shall supplant this section in its entirety.
Section 201.5. Mayor, Vice Mayor, and City Council. The City shall be governed by, and all powers of the City shall be vested in, the Mayor, Vice Mayor and City Council. The City Council consists of five Council Members each elected to office from the City in the manner provided by the laws of the State or procedures adopted by ordinance. The Mayor and Vice Mayor shall each be elected to office from the City at large. The Mayor, Vice Mayor, and each City Council Member shall have equal votes on all matters coming before the City Council. The Mayor and each City Council Member in office at the time this section takes effect shall continue in office until the end of the term for which he or she was elected or appointed subject to the right of the people to recall the Mayor or a City Council Member from office as provided in the laws of the State. This Section 201.5 shall not be operative or take effect unless the City Council enacts an ordinance that so provides on or before December 31, 2026. Upon enactment of such an ordinance, this Section 201.5 shall supplant and replace Section 201 in its entirety unless and until the City Council enacts an ordinance repealing the operation of this Section 201.5, in which event Section 201 shall once again become operative and shall supplant and replace this Section 201.5.

To: Mayor Parris and City Council Members
From:Rodrick Armalin, Chief of Police Lancaster Police Department Michael Katz, Senior Specialist- Lancaster Police Department Subject:Urgency Interim Ordinance Extending Moratorium on Tobacco Retailer Businesses, Also Known as Smoke Shops
Recommendation:
Adopt Urgency Ordinance No.____, extending an interim moratorium on certain new tobacco retailer businesses and expansion of existing tobacco retailer businesses, also known as smoke shops.
G.C. Section 84308: No
Fiscal Impact:
No anticipated financial impact.
Background:
There are currently 196 active tobacco retailer business licenses within the City of Lancaster.
This number includes gas stations, convenience stores, markets, and similar retail establishments.
Of these licensed locations, approximately 76 are identified as smoke shops, many of which are suspected of engaging in unlawful activities.
The Lancaster Police Department, in coordination with State and Los Angeles County partners, has recently conducted a series of inspections of area smoke shops, including 22 locations over past three weeks. These inspections resulted in the confiscation of significant quantities of illegal products from every location visited. These confiscations included the below listed items:
Uninspected and unlicensed cannabis products; some of which was in packaging attractive to children designed to mimic legitimate food products (snacks and candy) Products containing Psilocybin, a compound found in “Magic Mushrooms” which when ingested causes mind altering effects
2 2
6 5
Products containing 7-Hydroxymitragynine (7-OH) – otherwise known Kratum, a drug that has been linked to six deaths in Los Angeles County Nitrous Oxide in various tank sizes, some with attractive packaging Prohibited flavored tobacco products and vapes (many of these tobacco products are untaxed)
Drug products making health claims without required state and federal labeling Drug paraphernalia
Large quantities of butane in large to small containers (butane is used to manufacture concentrated cannabis)
Illegal weapons (brass knuckles, switch blade knives, disguised knives) Immediately upon entering each location officers and agents were able to view an array of the above-mentioned products openly displayed to the public inside glass cases and on shelves.
Many stores had no signage or warnings posted that items would only be sold to adults, which is concerning with recent reports of an increase in youth at area schools being found in possession some of these products.
The growing number of smoke shops operating illegally poses serious health, safety, and community concerns, and erodes the integrity of legitimate business operations in the City of Lancaster. These activities create an unsafe environment for residents, particularly youth.
Enhanced regulatory measures and stronger enforcement mechanisms should be researched, studied and considered in order to curb these illegal practices.
On October 28, 2025, the City Council adopted Urgency Ordinance No. 1144, which imposed an interim 45-day moratorium on certain new tobacco retailer businesses and/or the expansion of existing tobacco retailer businesses to give the City the opportunity to explore effective regulatory options that ensure the immediate protection of the public health, safety, and welfare.
This proposed urgency ordinance extends the moratorium imposed by Urgency Ordinance No. 1144 for an additional 10 months, 15 days.

0 2
4 under current City regulations, would further jeopardize the public health, safety, and welfare.
C. The adoption of this urgency ordinance is essential to provide the City the time needed to study and evaluate various regulatory options to more effectively manage tobacco retailer businesses and ensure the immediate protection of the public health, safety, and welfare.

Pursuant to section 65858 of the California Government Code, the City Council is authorized to adopt this urgency ordinance without following the standard procedures required for ordinance adoption, to protect public health, safety, and welfare. This urgency ordinance is being adopted to protect the public health, safety and welfare by prohibiting uses that conflict with a contemplated general plan, specific plan, or zoning proposal that the City Council, Planning Commission, or Community Development Department is currently considering, studying, or intends to study within a reasonable timeframe.

4 alone or combined with other substances to the person using the device, including, but not limited, to an electronic cigarette (or “e-cigarette”), electronic cigar (or “e-cigar'”), electronic pipe (or “e-pipe”), vape pen, electronic hookah (or “e-hookah”), cigars, or pipes, whether or not the device or component is sold separately.
E. “Tobacco product” does not include any product that has been approved by the United States Food and Drug Administration for use as a tobacco cessation product where such product is marketed and sold solely for such an approved purpose, nor does it include loose-leaf tobacco and premium cigars.
F. “Tobacco retailer business” means any person who sells, offers for sale, distributes, furnishes, or otherwise exchanges, with or without compensation, a tobacco product, tobacco paraphernalia, or tobacco related item, to a consumer or end user, whether conducted in a physical storefront, through mobile or temporary setups, or via online or delivery based platforms operating within the City.
Section 4. Moratorium Imposed.
A. In accordance with the authority granted to the City under sections 5 and 7 of article XIII of the California Constitution and section 65858 of the California Government Code, from and after the effective date of this urgency ordinance, and for a period of 10 months, 15 days: (1) no new tobacco retailer businesses shall be established or operate in the City; (2) no existing tobacco retailer business shall relocate or expand its business in the City; and (3) no entitlement for use, including, but not limited to, the issuance of a business license, building permit, conditional use permit, minor use permit or other land use approval, shall be approved or issued by the City for the establishment or operation of a new tobacco retailer business and/or for the relocation or physical expansion of an existing tobacco retailer business. Additionally, the establishment and operation of a new tobacco retailer business or the relocation, or physical expansion of an existing tobacco retailer business is hereby expressly prohibited in all areas and zoning districts of the City; provided, however, that the types of tobacco retailer business described in paragraph D, below, shall be excepted from and not subject to any provision of this urgency ordinance.
B. This urgency ordinance shall not prohibit the renewal of a business license for an existing tobacco retailer business, provided that the renewal seeks to maintain the business without physical expansion at its current location, and the tobacco retailer business is operating in a manner, and housed within a building, which complies with all City, state, federal, or otherwise applicable, codes, rules, regulations, or laws. 4 6
0 2
4 C. Nothing herein shall limit the authority of the City to revoke or suspend any existing license, permit, and/or entitlement as authorized under existing law.
D. The provisions of this urgency ordinance, including the moratorium imposed by this section, shall not apply to the sale of a tobacco product, tobacco paraphernalia, or tobacco related item by a tobacco retailer business that is ancillary and incidental to that business’ operation of an automobile service station.
Section 5. The Planning Director is directed to provide a written report to the City Council at least ten (10) days prior to the expiration of this ordinance, describing the study conducted of the conditions that led to the adoption of this ordinance.
Section 6. This urgency ordinance is adopted pursuant to section 65858 of the California Government Code and shall take effect immediately upon its passage. This urgency ordinance shall by operation of law be of no further force and effect 10 months, 15 days from its passage; provided, however, that after proper notice and a public hearing, the City Council may by a four-fifths (4/5) vote extend this urgency ordinance for an additional period of time of up to one year. Ten days prior to the expiration of this urgency ordinance, a written report describing the measures taken to alleviate the condition that led to the adoption of this ordinance shall be issued by the City and shall be available online and at the City Clerk’s Office.
Section 7. If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is held for any reason to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have adopted this Ordinance and each section, subsection, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, phrases, or portions be declared invalid or unconstitutional.
Section 8. The City Council finds that this urgency ordinance is not subject to the California Environmental Quality Act (“CEQA”) pursuant to sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of title 14 of the California Code of Regulations because it has no potential for resulting in physical change to the environment, directly or indirectly. In addition, the ordinance consists of minor alterations in land use limitations and does not result in any changes in land use or density. It is therefore not subject to CEQA review pursuant to sections 15305 and 15061(b)(3) of title 14 of the California Code of Regulations.
Section 9. The Mayor shall sign and the City Clerk shall attest to the passage of this urgency ordinance, which shall be effective as of December 09, 2025. The City Clerk shall cause this urgency ordinance, or a summary thereof, to be published pursuant to all applicable laws.

To: Mayor Parris and City Council Members
From: Rodrick Armalin, Chief of Police

Subject:Approval of a Three-Year Agreement with SoundThinking for Plate Ranger License Plate Recognition (LPR) Cameras
Recommendation:
1. Approve a three-year agreement with SoundThinking for the purchase, installation, and service of fifty (50) Plate Ranger License Plate Recognition (LPR) cameras to expand LPR network coverage on the East and South sides of Lancaster.
2. Authorize the City Manager, or his designee, to sign all documents related to the agreement and any amendments, including adjustments to the deployment plan, system expansion, or service enhancements, subject to City Attorney approval.
G.C. Section 84308: No
Fiscal Impact:
The total cost of the three-year agreement is $336,450, to be paid from the Lancaster Police Department budget for technology-driven crime-prevention initiatives.
Background:
In 2023, the City Council established the City of Lancaster Police Department as a community- focused policing agency dedicated to enhancing public safety and addressing quality-of-life concerns. As part of this effort, modern technology solutions have become a critical tool in identifying criminal activity, improving response times, and supporting both patrol and investigative work.
The City currently deploys a limited number of License Plate Recognition (LPR) cameras, which have proven highly effective in advancing public safety objectives. Existing LPR systems have 2 2
6 4
assisted the Lancaster Police Department in identifying wanted vehicles, locating missing persons, supporting violent-crime investigations, and providing actionable intelligence that has directly resulted in the arrest of violent offenders.
To continue improving community safety, the Lancaster Police Department is seeking to expand its LPR coverage—specifically on the East and South sides of Lancaster, areas identified through crime-trend analysis as high-value locations for LPR deployment.
Vendor Selection and System Overview:
The City conducted a formal Request for Proposals (RFP) to ensure a competitive and transparent procurement process. After evaluating multiple submissions, the committee selected SoundThinking, the vendor currently providing Lancaster’s ShotSpotter gunshot detection technology, due to their proven reliability, seamless integration capabilities, and strong alignment with the City’s technological infrastructure.
SoundThinking’s Plate Ranger LPR platform offers:
High-resolution, real-time automated license plate capture Robust analytics and investigative tools for patrol and detectives Integrated data-sharing and interoperability with existing SoundThinking systems Secure cloud-based storage with strict compliance to privacy laws and departmental policy Scalable deployment options, allowing future expansion as needed A key advantage of Plate Ranger is its direct integration with ShotSpotter, enabling the LPR network to provide license plate captures associated with gunfire incidents. When ShotSpotter detects gunfire, Plate Ranger cameras positioned near the incident location can capture plates of vehicles entering or leaving the area during the relevant timeframe. This capability helps officers identify potential victims, witnesses, and suspects, strengthening the Department’s ability to respond rapidly and investigate gun-related crimes. Leveraging the existing partnership with SoundThinking will also support system compatibility and operational efficiency across technology platforms used by the Lancaster Police Department.
Public Safety Benefits:
Deploying fifty (50) additional LPR cameras will significantly strengthen Lancaster’s public- safety network by:
Enhancing real-time situational awareness for officers in the field Providing critical leads within seconds of a wanted or missing-person vehicle entering the city
Deterring criminal activity through increased technological presence 2 2
6 4
Supporting investigations into violent crime, property crime, and organized theft Improving response capabilities by providing timely, accurate vehicle intelligence Enhancing the effectiveness of Lancaster’s ShotSpotter system by supplying vehicle movement data linked to gunfire incidents, enabling identification of individuals who may have fled, witnessed, or been harmed during the event
This expanded technological footprint aligns with the City’s strategic approach to crime reduction and proactive policing, further reinforcing the City of Lancaster’s commitment to a safer community.

Executive Summary
Introduction
SoundThinking™ is pleased to present this proposal in response to the Lancaster Police Department’s request for a license plate recognition (LPR) system. We appreciate the time the Department has spent to help us understand your issues and goals. Based on our discussions, we understand that the Department seeks to address the following challenges:
• Inaccurate and outdated technologies that offer minimal support and services • Delays or lack of License Plate Reader alerts, allowing criminals to escape apprehension
• Poor performance cameras that do not include video captures and limit valuable investigative insights
• Inability to integrate License Plate Reader system with other solutions
Law enforcement agencies turn to SoundThinking for solutions that swiftly provide relevant data and visibility into potential crime and gunfire activity and enable swifter research and organization of criminal case data to support a comprehensive law enforcement and investigation operation. As part of our SafetySmart™ Platform, the proposed PlateRanger™ solution is designed to accurately detect vehicles of interest, uncover organized crime involving vehicles, and support communities by helping law enforcement identify criminals, and assist in increasing case closure rates.
The license plate recognition industry is generally categorized in three different tiers that provide distinct levels of features and service:
Effective: License plate reader systems that record and maintain vehicle data and allow users to perform some searches on captured information to produce leads.
Enhanced: Systems that have additional search features like partial plates. These systems generally also plot historical geographic locations of specific vehicles. There may be some integrations with other data sources, but often this is swivel-chaired to look at another system to connect the dots.
Engaged: At this level, agencies use a real-time license plate detection system that generates proactive investigative leads by linking vehicles to crimes and issue alerts on the Federal and State hotlist, Amber Alerts, and on vehicles involved in gunshot-related incidents. The system uncovers criminal vehicle connections including links to organized criminals and their travel patterns and may use video playback to examine nearby crimes and evidence.
Based upon our conversations, we understand that the Department is most interested in exploring an engaged level of service. The proposed PlateRanger solution can provide the Department:
• High quality video and images that provide clear plate reads with date, time, and location stamps
• The ability to connect criminal vehicle associations through advanced analytics • Faster, more relevant investigative leads
• Integration with leading law enforcement software and systems, including ShotSpotter and CrimeTracer, to provide the Department with a cohesive process to develop leads and identify criminal vehicle associations

PlateRanger can be an invaluable tool for investigators and prosecutors at trial. The ability to pinpoint a vehicle's presence at a crime scene can provide critical evidence, place a suspect near or at the location of the incident, and often serve as compelling and tangible evidence in court.
Figure 1. PlateRanger vs. Other LPR Systems
Our goal extends beyond merely delivering technology; we aim to be a valuable partner. To that end, SoundThinking’s approach to customer support and success is comprehensive: from the initial discussions through the life of our long-term partnership. This involves a critical understanding of the Department’s needs that drives a customized proposal to address your specific concerns. Once engaged in a project, SoundThinking’s Installation team will work with law enforcement and Department stakeholders to determine the final camera placement, install the LPR cameras, then transition the Department to our Customer Success team. This team comprises former law enforcement executives dedicated to your success. From the initial stages of deployment through the duration of your subscription, our Customer Success Team will work closely with the Department, providing full access to our best practices and training resources to ensure successful outcomes.
We appreciate your consideration of our proposal and are confident that PlateRanger will help the Department locate potential victims and suspects and streamline the Department’s investigative process. SoundThinking is committed to your success, and we look forward to partnering with you to make PlateRanger a key component in your efforts to address crime in the City of Lancaster.

This mobile solution helps speed up investigations and reduces the time required to locate vehicles of interest, develop new investigative vehicle leads, and enables investigators to act swiftly based on timely information.
PlateRanger’s mobile app is ideal for patrol officers who frequently move between vehicles or shift locations during patrol investigations. Unlike stationary or fixed LPR systems or vehicle- mounted mobile LPR cameras, the mobile app can be used on foot, in patrol vehicles, or at static checkpoints, giving officers flexibility in the field. Patrol officers can scan plates near crime hotspots, identifying stolen vehicles, vehicles associated with wanted persons, or those flagged for other reasons. This flexibility enhances patrol efficiency, allowing officers to maximize coverage and quickly check large volumes of vehicles during a patrol-level investigation while still being visible in the community during routine patrols.

Integration with ShotSpotter™
For agencies that have implemented ShotSpotter, PlateRanger integrates seamlessly with ShotSpotter and equips the agency with a powerful investigative tool. This integration enables PlateRanger to automatically capture and analyze nearby vehicles at a ShotSpotter-detected incident and provide critical insights such as historical sightings near gunfire events and identify hot-listed vehicles in the vicinity. By correlating gunshot detection alerts with real-time LPR data, the agency gains immediate visibility into potential suspect vehicles fleeing the scene, enhancing investigative efficiency and improving officer safety. In addition, like ShotSpotter, PlateRanger can also be integrated with other third-party products that the agency may currently use, such as the Motorola CommandAware and Axon Fusus platforms.

Integration with CrimeTracer™
For agencies that have implemented CrimeTracer, PlateRanger works seamlessly with CrimeTracer, the industry’s most advanced investigative search and data-sharing platform, purpose-built for law enforcement. CrimeTracer delivers intuitive, real-time access to more than 1 billion CJIS and public records, equipping patrol officers, analysts, investigators, and command staff with the information they need—when they need it.
By layering live and historical LPR reads with a national database of departmental records— including prior incidents, arrests, field interviews, and BOLOs—agencies gain unmatched visibility into the movement and behavior of vehicles linked to criminal activity. This integration enables investigators to detect “patterns of life” such as recurring routes, habitual locations, and associations with known offenders or hot spots, helping to reveal organized activity, vehicle- based criminal networks, or serial offenses that might otherwise go unnoticed.
What once required extensive cross-referencing and siloed system searches now happens in a unified, intelligent platform—surfacing actionable leads, exposing hidden connections, and accelerating investigations with greater precision and scale.

PlateRanger Mobile App
As an investigative tool, PlateRanger’s mobile app offers unmatched flexibility. Officers searching for a specific vehicle or gathering evidence near an incident can gather crucial vehicle data using a smartphone or tablet. Investigators can search PlateRanger’s database to link suspect vehicles to recent activity, locate wanted vehicles, or cross-reference plates associated with ongoing investigations.

User Training
SoundThinking’s assigned CSD will work with the Department to ensure that we deliver consistent, quality best practices training based on the Department’s needs to maximize the value of our service. The CSD will remain engaged with the Department for the duration of our relationship. In preparation for the planned cutovers, SoundThinking will assign a Trainer to the Department to train each group of users on the PlateRanger application. The Trainer will conduct a Training Orientation with the Department’s Program Manager to ensure all users are properly trained on the relevant applications. SoundThinking’s Trainer will work with the Department to tailor a training program that addresses the unique needs and/or scheduling constraints of the Department users. The training will be performed through a combination of remote instructor-led live training, train-the-trainer, and on-line recorded computer-based training.
Agency Metrics/KPIs (Key Performance Indicators)
Customer Success team members, led by the assigned CSD, will work with the Department’s Program Manager and Command staff to review, define, and adopt a set of agency metrics, or Key Performance Indicators (KPIs), to establish and monitor the efficacy of the PlateRanger service and related agency Best Practices. It is important to ensure that the agency and all stakeholders have visibility (and routines in place) to track the program metrics or KPIs needed to monitor the status of the program and to make informed decisions regarding resources, response protocols, and the best practices to drive success.
On-site Support During Service Activation (Go-Live)
On the day of service activation, the Department’s CSD will be on-site to ensure that the transition is smooth, that the established best practices are being implemented as planned, and that user questions are answered quickly. Prior to cutover, SoundThinking’s team will facilitate an introduction to the SoundThinking Support organization to review the support process and introduce the designated Technical Support Engineer to the Department. Following service activation, the designated Technical Support Engineer will facilitate a series of Status Calls with the Department to review the performance of the service.
