STAFF REPORT
City of Lancaster
CC 14
12/9/2025
TN
Date: December 9, 2025
To: Mayor Parris and City Council Members
From: Larissa De La Cruz – Assistant City Manager
Michael Flores, Coordinator II – Economic Development
Subject: Purchase and Sale Agreement with Dante Simi
Recommendations:

1. Find the sale of property categorically exempt under the California Environmental Quality Act and authorize staff to execute and file a Notice of Exemption.

2. Approve the Purchase and Sale Agreement with Dante Simi for the sale of APN 3203-018- 901, a 2.51-acre residential parcel located near Avenue K and 70th Street West.

3. Authorize the City Manager, or his designee, to execute (i) the Purchase and Sale Agreement in substantially the form presented, subject to non-substantive changes approved by the City Manager and City Attorney; and (ii) all documents necessary or appropriate to complete the transaction.

G.C. Section 84308: No
Fiscal Impact:

The purchase price of the parcel, based on a broker’s opinion of value, is $23,800.00. All revenue funds, minus escrow and other miscellaneous fees, will be appropriated to Account Number 10110300.4401.

Background:

The City received an offer to purchase a 2.51-acre City-owned residential parcel. The property is landlocked and has limited independent development potential due to the lack of direct access. The proposed sale will return the parcel to private ownership and encourage more effective land use consistent with the surrounding residential area.

The subject parcel was declared surplus by Resolution 24-03 on February 13, 2024. On February 20, 2024, the City released the Notice of Availability pursuant to the Surplus Land Act guidelines. 2 2

After the sixty-day noticing period ended, no entity was prepared to purchase the site. On August 2, 2024, the California Department of Housing and Community Development issued its determination that the City satisfied all requirements of the Surplus Land Act and authorized the City to proceed with the property disposition.
