G.C. Section 84308: No
Fiscal Impact:
The LACAHSA Measure A Funds allocation is $3,080,070 for Fiscal Year 2025-2026. Funding will be allocated to the City in perpetuity. Funds will be appropriated into revenue account 20422000.4998 and expenditure account 20422000.5656.
Background:
In November 2024, Los Angeles County voters approved Measure A, establishing the LACAHSA and generating dedicated funding for affordable housing production, preservation, renter protections, and homelessness prevention.
Under LACAHSA’s Fiscal Year 2025–2026 Expenditure Plan, each eligible jurisdiction is entitled to a population-based allocation of funds. The City of Lancaster, however, is not yet established as an eligible jurisdiction capable of contracting directly with LACAHSA. 2 2

To enable the City to receive its allocation during the 2025–2026 fiscal year, the NCTC - a Joint Powers Authority of which Lancaster is a member - agreed to act as a temporary passthrough entity.
On July 14, 2025, the NCTC Board of Directors approved entering into an agreement with LACAHSA to receive and administer Measure A funds on behalf of Lancaster and Palmdale for one (1) year. NCTC and LACAHSA subsequently executed the Affordable Housing Production, Preservation, and Ownership; Technical Assistance, Research and Policy; and Renter Protection and Homelessness Prevention Funding Memorandum of Understanding (MOU), attached to the subrecipient agreement as Exhibit A. Under this MOU, NCTC will receive approximately $5,395,241 to distribute between Lancaster and Palmdale in accordance with LACAHSA’s formula. The cities will pay NCTC $53,000 out of each City’s Measure A funds for their service.
To formalize Lancaster’s receipt of its allocation, a Subrecipient Agreement is required between the City and NCTC. Approval of this Subrecipient Agreement will allow the City of Lancaster to accept and administer its Measure A allocation for housing production, preservation, renter protections, and homelessness prevention while the City establishes its own status as an eligible jurisdiction with LACAHSA. Execution of the agreement ensures that Measure A funds can be utilized during FY 2025–2026 for critical community housing needs and aligns with the City's long-term housing strategies.
