Background:
In June 2025, NP Fox Field Building, LLC, also known as NorthPoint Development, and the Lancaster City Council officially celebrated the groundbreaking of Wally’s Distribution Facility at Fox Field Commerce Center, marking a major step forward in a multi-building industrial development designed to deliver long-term economic impact in Lancaster. The Wally’s Distribution facility, a 274,211-square-foot build-to-suit project, is the first of five planned buildings at Fox Field Commerce Center, which will ultimately deliver 2.87 million square feet of industrial space. This project is expected to create nearly 200 new construction and operational jobs for Los Angeles County, and reflects NorthPoint’s broader commitment to repurposing underutilized sites into 2 2

high-performing industrial developments that contribute to economic resilience and regional vitality.
As part of the construction of this facility, the Developer must also construct certain off-site improvements that mitigate the impacts of the new development on the level of service and capacity of the City’s existing facilities, and minimize the additional traffic burden created by such development. On February 23, 2021, the City Council approved Resolution No. 21-09 approving and adopting the Developer Impact Fee Nexus Studies that allow, in part, the reimbursement of Traffic Impact Fees.
Through the approval of this reimbursement agreement, the City will reimburse the Developer for construction of certain off-site improvements to mitigate traffic impacts that meet the eligibility criteria for reimbursement. Items that strictly benefit the development and/or do not mitigate the impacts to the level of service and capacity of the City’s existing facilities shall not be eligible for said reimbursement. City Engineering Division staff reviewed the construction plans, identified items that meet the eligibility criteria, and determined the reimbursement amount according to the City’s Municipal Code and Impact Fee Programs.
Expenditures for traffic impact mitigation improvements eligible for reimbursement are typically paid in the form of Traffic Impact Fee Credits, however the City is electing to enter into an agreement for cash reimbursement to meet Capital Improvement Program Traffic Impact Fee expenditure requirements obligated under the Statewide Community Infrastructure Program (SCIP) and Bond Opportunities for Land Development (BOLD) program.
