Subject:Harris & Associates Professional Services Agreement Amendment Recommendation:
1. Approve Agreement Amendment with Harris & Associates for Special District Re- Districting Professional Services in an amount not to exceed $136,000.
2. Authorize the City Manager, or his designee, to finalize and execute all documents related to the Agreement.

Background:
The original agreement, executed in May 2025, provides special district re-engineering and balloting services. The existing scope of work includes calculating fees in accordance with the City’s Municipal Code (Ordinance). Since execution of the agreement, the City has determined that revisions to the Sewer Maintenance District apportionment methodology are necessary, including updates to land use classifications, unit counts, and square footage. These revisions represent an expansion of the original scope of work.
The proposed amendment will allow staff to evaluate an alternative apportionment approach that more accurately reflects wastewater generation. Under this approach, a “sewage unit” would be defined based on a standardized measure of flow—typically representative of a single-family residential property—and apportioned using factors such as the number of residential units, building square footage, occupancy, or other indicators of wastewater demand. 2 2
