Background:
In March 2019, the City of Lancaster entered into a funding agreement with the Los Angeles County Metropolitan Transportation Authority (LACMTA) to construct the Lancaster Health District Project, which includes improvements that will improve service to the region that serves the Antelope Valley Hospital.
In April 2022, the Lancaster Health District Project was split into multiple phases to better accommodate current developments in the area and position the City for strategic partnerships with Developers in the future.
In October 2022, the City of Lancaster awarded the construction bid of Lancaster Health District – Phase 1, to Nationwide Contracting Services, Inc. of Fountain Valley, which included approximately 3,650 feet of sewer pipeline, 2,000 feet of storm drain, 55,000 square feet of temporary construction access pavement, and the associated intersection improvements. The Phase 1 improvements were funded by the LACMTA grant and exhausted all available grant funds.
Lancaster Health District Phase 2 will include 1.75 miles of new complete streets within the City of Lancaster near the Antelope Valley Hospital, in an area bounded by Avenue J to the north, 20th Street West to the west, 15th Street West to the east, and Avenue J-8 to the south. The Phase 2 improvements will be funded by several funds, including General Fund, Gas Tax (SB-1), TDA Article 8, Proposition A, Proposition C, Traffic Impact Fees and Sewer Maintenance District.
Per Section 2.2 of the Existing Community Workforce Agreement (CWA), this project is subject to the CWA by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council, and the Signatory Craft Councils and Unions.
