The City of Lancaster received seven public comment letters regarding the Parkway Village Specific Plan Draft EIR during the public comment period. Aspen is tasked with developing responses to these comment letters and preparing a Final EIR (FEIR). One letter in particular, submitted by CREED LA, is of substantial length (321 pages) and will require significant time from Aspen’s technical specialists to develop responses and revise the technical analysis in the EIR, and prepare the required remediation of the document, as necessary.
Aspen’s remaining budget of $9,500 is not adequate to cover the remaining tasks of responding to the public comment letters, revising technical appendices, preparing a FEIR , and remediating all documents to State Clearinghouse ADA standards. The table below presents our cost estimate for preparation of the above tasks to finalize the Parkway Village Specific Plan FEIR. The cost i s based on the contract hourly rates and staff identified in our authorized contract. Our total estimate to respond to comments an d prepare the FEIR is $38,634. With use of our existing remaining budget, we estimate an additional $29,134 will be needed to complete the project.
Scope and Cost Assumptions
Aspen assumes the City will assist Aspen in preparing responses to the comment letters received by the public, especially for comment letters from Antelope Valley Air Quality Management District, Caltrans, CDFW, and Kaiser Foundation.
The Response to Comments will be included as Section 2 in the FEIR. The FEIR will only include responses to comments, comment letters, and any revisions to the D EIR sections. The FEIR will not include the entirety of the Draft EIR, but will include the DEIR by reference. Aspen has not included the distribution or publication of CEQA notices. Aspen assumes the City will prepare and file a Notice of Determination with the State Clearinghouse and post notice with the County Clerk’s office.

The scope and cost do not include payment of the filing fee to the California Department of Fish and Wildlife.
The budget does not include time or travel expenses for attendance at a Planning Commission or Board of Supervisor’s hearing. If required, these would be an added expense.
