Background:

The Midtown Recreation Center, located at 2340 W. Ave J-8, Lancaster, CA 93536, is a significant and strategic new acquisition for the Parks, Arts, Recreation, and Community Services (PARCS) department. This facility is poised to become a vital hub for community engagement, featuring a full- size indoor gymnasium, multiple dedicated classrooms, and a spacious outdoor turf area. Its neighborhood-adjacent location will enable PARCS to dramatically expand its recreational programming and better serve the needs of our residents. 1 3

Before the Center can be opened for public programming, several critical repairs must be addressed to alleviate any safety and accessibility barriers. The current condition of the facility necessitates these improvements to protect the public and preserve the City’s investment.

The scope of work focuses on these core improvements:

1. Interior Painting – Patching and painting are necessary to refresh the atmosphere and protect and prolong the existing infrastructure.

2. Floor Restoration – Due to previous heavy use, the floors require deep cleaning. Furthermore, specific areas with damage must be replaced to mitigate any safety issues.

3. Ceiling Tile Replacement – Weathered, damaged, or missing ceiling tiles pose a safety issue during routine facility use and must be replaced.

4. Door & Frame Repairs – Aging doors and hardware, as well as damaged frames, pose accessibility and safety concerns and must also be replaced.

These essential improvements are not only cosmetic but also foundational for the safe and effective operation of the Midtown Recreation Center, enabling us to begin programming and serving the growing community’s recreational needs.

Staff recommends utilizing Sourcewell cooperative purchasing agreement for the Midtown Recreation Center Improvements through Sourcewell. Consistent with City purchasing policies, this strategy ensures competitive pricing without initiating a separate, lengthy bid process. Sourcewell is a national cooperative that provides pre-vetted public contracts for government agencies. This approach will significantly shorten the procurement timeline, enabling the City to begin the work sooner and open the facility to the community quickly.
