Sole Source Justification – COA Associates LLC
This memo provides justification for utilizing a sole-source procurement method to obtain services from COA Associates LLC in support of the City of Lancaster’s facility remodel initiatives. These upgrades aim to equip multiple locations with state-of-the-art displays, sound systems, and software to enhance both in-person and virtual collaboration. The planned acquisition and installation of audio-visual systems will be fully compatible with the Information Technology Department’s existing infrastructure.
Information Technology staff have continued their long-standing partnership with COA Associates—formerly Streamline Audio Visual, Inc., the City’s established audio-visual vendor.
Following a competitive RFP process, COA Associates/Streamline Audio Visual was selected at the December 10, 2019 City Council Meeting to modernize the Council Chambers’ audio- visual systems. Maintaining this relationship ensures consistency across the City’s platforms, including programming, software functionality, and interoperability with current audio, visual, and digital signage systems.
The Purchasing Officer has determined that the materials or services are unique and available only from one source, so that the quotation procedure required by LMC Chapter 3.32 would be meaningless.
Recommendation:
I recommend that the City enter into a contract with COA Associates for this engagement.
