RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LANCASTER, CALIFORNIA, ACCEPTING THE CLEAN
CALIFORNIA COMMUNITY CLEANUP AND EMPLOYMENT
PATHWAY (CCEP) GRANT AWARD IN THE AMOUNT OF
$172,205.00, APPROPRIATING FUNDS TO REVENUE
ACCOUNT CLNCACCEP.STATEOTHER.23041000.4998, AND
AUTHORIZING EXECUTION OF A RESTRICTED GRANT
AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION
WHEREAS, California Streets and Highways Code Section 91.41 authorizes the Clean California Program to provide grant funding to local agencies for litter abatement, public space beautification, workforce development, and community engagement initiatives; and WHEREAS, the California Department of Transportation (Caltrans) administers the Clean California Community Cleanup and Employment Pathway (CCEP) Grant Program; and WHEREAS, the City of Lancaster submitted a competitive application to expand targeted litter abatement, roadway adoption, and workforce development activities under the TeamUp Lancaster program; and
WHEREAS, Caltrans has awarded the City of Lancaster $172,205.00 through the Clean California CCEP Grant Program; and
WHEREAS, the awarded funds are restricted to the activities identified in the City’s approved grant application, including roadway adoption expansion, structured school-based cleanup events, workforce development stipends, supervision, supplies, and targeted public right- of-way cleanup operations; and
WHEREAS, acceptance of the grant requires execution of a Restricted Grant Agreement (RGA) with Caltrans and appropriation of funds into designated City accounts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANCASTER, AS FOLLOWS:
Section 1. The City Council hereby accepts the Clean California CCEP Grant award in the amount of $172,205.00.
Section 2. The City Council hereby appropriates $172,205.00 to revenue account CLNCACCEP.STATEOTHER.23041000.4998. and to the following Clean California CCEP expenditure accounts:
CLNCACCEP.SAL.23041000 – Overtime Salaries ($21,325.00) CLNCACCEP.SAL.23041000 – Benefits ($1,000.00)
CLNCACCEP.SAL.23041000 – Temporary Salaries ($82,030.00) CLNCACCEP.MISCGRANT.23041000.5656 – Grant Expense ($67,850.00) Resolution No.
Section 3. The City Manager, or his designee, is hereby authorized and empowered to execute the Restricted Grant Agreement (RGA) with the California Department of Transportation and all necessary documents required to implement the approved grant scope, subject to City Attorney approval.
Section 4. The City Council acknowledges that no matching funds or in-kind contributions are required under the terms of this grant award.
