administered by the California Department of Transportation (Caltrans). The awarded funding is restricted to specific litter abatement, workforce development, and community engagement activities identified in the City’s approved grant application. CCEP funds will support a targeted expansion of the TeamUp Lancaster program, including the addition of nine (9) new adopted roadway miles, twelve (12) structured elementary school cleanup and education events, and four (4) new high school roadway adoption partnerships. Funding will also support the workforce development component of the Lancaster Police Department’s H.O.M.E. (Hope, Opportunity, Mentorship, and Empowerment) Program by providing stipends, supervision, safety supplies, outreach materials, and structured cleanup operations within designated public rights-of-way.
The grant does not fund the entirety of the TeamUp Lancaster program. Rather, it provides focused resources to expand roadway adoption infrastructure, structured youth participation, and workforce pathway components in underserved corridors. Existing City-funded TeamUp Lancaster activities will continue independently and are not part of the reimbursable scope under this agreement.
Project implementation will occur between April 2026 and March 2027, with final reporting and close-out completed by October 31, 2027, in accordance with the Restricted Grant Agreement.
Council acceptance is required to execute the agreement and authorize appropriation of funds prior to issuance of Notice to Proceed by Caltrans.
