RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LANCASTER, CALIFORNIA, APPROVING THE 2025
GENERAL PLAN ANNUAL PROGRESS REPORT AND THE
2025 HOUSING ELEMENT ANNUAL PROGRESS REPORT.
WHEREAS, California Government Code Section 65400 mandates that each City and County planning agency submit a General Plan Annual Progress Report and a Housing Element Annual Progress Report (APR) to their local governing body, the State Office of Land use and Climate Innovation (LCI), and the California Department of Housing and Community Development (HCD) detailing the agency’s progress on meeting its share of regional housing needs and local efforts to implement General Plan elements; and WHEREAS, the reports are not subject to the California Environmental Quality Act (CEQA) because the report does not meet the definition of a “project” per Section 21065 of the CEQA Guidelines; and
WHEREAS, the City Council has reviewed the 2025 General Plan Annual Progress Report and the 2025 Housing Element Annual Progress Report and finds that they accurately reflect the status of the City’s General Plan and Housing Element implementation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANCASTER, AS FOLLOWS:
Section 1. That the foregoing Recitals are true, correct and a substantive part of this Resolution.
Section 2. That the 2025 General Plan Annual Progress Report, as set forth in Exhibit “A” attached hereto, and the 2025 Housing Element Annual Progress Report, as set forth in Exhibit “B” attached hereto, are hereby approved.
Section 3. This Resolution shall take effect immediately upon its passage.
