Date: March 24, 2026
To: Mayor Parris and City Council Members
From: Marissa Diaz, Director - Public Works
Nicholas Godin, Assistant Director – PW City Engineering Subject: Extension of Safe Routes to School Community Engagement Program Services Contract (Request for Proposal No. 797-24)
Recommendation:
Approve the extension of the professional services agreement with Antelope Valley Partners for Health (AVPH) of Lancaster, California, from June 30, 2026, to August 31, 2027, for an additional amount of $225,411.00, ($846,261.00 total contract value), for professional services to provide community engagement services to support an active transportation safety non-infrastructure project that focuses on students K-12.
G.C. Section 84308: No
Fiscal Impact:
There is no fiscal impact. Local funds were allocated upon the acceptance and appropriation of the Active Transportation Program (ATP) grant funds from the California Department of Transportation (DOT) for the Safe Routes to School (SRTS) Refresh, Rebuild, Recruit, Sustain non-infrastructure program on October 24, 2023.
Background:
In 2022, the City submitted the application, SRTS Refresh, Rebuild, Recruit, Sustain, to the ATP, Cycle 6, as a result of the community feedback received during the process of refreshing its SRTS Master Plan (2021-2022), as it relates to Lancaster’s public elementary and middle schools.
SRTS Refresh, Rebuild, Recruit, Sustain is an overarching non-infrastructure project that will enlist the expertise and resources of a local community-based organization to serve as Lancaster's SRTS Coordinator, to recruit and train the cadre of local volunteers needed to champion SRTS in the neighborhoods, and staff the various education and encouragement programs needed to reestablish 2 3

active and healthy habits after three years of disruption. It also builds and markets the City’s national award-winning See And Be Seen program, which includes active transportation-themed Science, Technology, Engineering, Arts, and Mathematics (STEAM) lessons in webinar format, with downloadable supporting materials for teachers and family-based activities.
The City received the Allocation Notification letter from the DOT on July 28, 2023. The Request for Proposals from community-based/non-profit organizations wishing to provide community engagement services to support this program was posted to the City’s website and Public Purchase on August 29, 2023, with a due date of September 12, 2023. One proposal was received from AVPH. A staff review committee evaluated the proposal and deemed it both responsive and highly qualified. AVPH is a long-standing partner with the City on transportation safety projects and programs, including the community engagement conducted for both the original and recently updated SRTS Master Plan, as well as the See And Be Seen program.
AVPH began working with the Lancaster school districts in the spring of 2024 to coordinate the program's launch at the start of the 2024-2025 school year. Since that time, the AVPH team has had great success delivering the project; and stakeholders have expressed interest in extending it as long as possible. Based on current budget projections, AVPH and City staff determined that, with some scope modifications to the project budget, the project can be extended through the 2026- 2027 school year. Using these calculations, City staff secured DOT approval for this scope modification on February 2, 2026.
For these reasons, City staff requests that the City Council extend the project contract with AVPH to support its continuation through the 2026-2027 school year, ending on August 31, 2027.
