Date:March 24, 2026
To: Mayor Parris and City Council Members
From:Patti Garibay, Director - Community Development
Becky Bartlett, Manager – Housing
Subject:Amendment No. 1 to Agreement with LDM Associates, Inc. to Assist in the Administrative Services for the HOME- American Rescue Plan Project Recommendation:

1. Approve Amendment No. 1 to Professional Services Agreement with LDM Associates, Inc. (LDM) to assist in the Administrative Services for the HOME- American Rescue Plan (ARP) Application Plan and Policies until the project is completed.

2. Authorize the City Manager, or his designee, to execute all related documents.

G.C. Section 84308: No
Fiscal Impact:

An amount of $89,964 was originally awarded under the initial agreement and appropriated in account 30022000.5656 HOME-ARP .MISCGRANT. Of this amount, $9,972.13 has been expended to date, leaving a remaining balance of $79,991.87. The proposed amendment will extend the agreement term to allow the remaining funds to be utilized for continued program administration until project activities are completed. No additional funds are being requested.

Background:

City of Lancaster qualified for an annual HOME Program allocation for Fiscal Year (FY) 2021 and received HOME-ARP funds through the American Rescue Plan Act to address homelessness and housing instability among vulnerable populations. Eligible populations include individuals and families who are homeless, at risk of homelessness, fleeing domestic violence or human trafficking, veterans and their families meeting these criteria, and other populations at greatest risk of housing instability. HOME-ARP funds may be used for activities including the 2 3

development or preservation of affordable housing, tenant-based rental assistance, supportive services, and the development or acquisition of non-congregate shelter.

The City’s original HOME-ARP allocation was $2,450,524.00. During recent quality control efforts, the U.S. Department of Housing and Urban Development (HUD) identified an administrative error that resulted in the City being under-allocated by $3,662.00. HUD has corrected the error, increasing the City’s total HOME-ARP award to $2,454,186.00.

Since 2022, the City has utilized LDM as a consultant to assist with the administration and compliance requirements of the HOME-ARP program. LDM is familiar with HUD regulations and the City’s policies and has provided ongoing support to ensure proper program administration and compliance. The proposed amendment will allow LDM to continue providing these services under the revised funding amount.
