Background:
The Midtown Recreation Center, located at 2340 W Ave J-8, Lancaster, CA 93536, is a significant and strategic new acquisition for the Parks, Arts, Recreation, and Community Services (PARCS) department. This facility is poised to become a vital hub for community engagement, featuring a full-size indoor gymnasium, multiple dedicated classrooms, and a spacious outdoor turf area. Its neighborhood-adjacent location will allow PARCS to dramatically expand recreational programming and better serve the needs of our residents.
The scope of work focuses on these core improvements:
1. Removal of Existing Roofing System – The current roofing materials, including CC 15

shingles/membrane, underlayment, flashing, and all associated debris, must be fully removed. This step is required to address deterioration, water intrusion concerns, and compromised structural protection.
2. Substrate Inspection & Repairs – After removal of the existing roof, the underlying deck and structural components must be thoroughly inspected. Any rotted, warped, or otherwise damaged sheathing or structural elements must be repaired or replaced to ensure stability and long-term performance of the new roofing system.
3. Installation of New Roofing System – A complete roofing system, including new underlayment, moisture barrier, flashing, drip edges, and roofing material (e.g., shingles, metal panels, or membrane), must be installed. All materials must meet current building codes and manufacturer specifications to ensure durability, energy efficiency, and weather resistance.
4. Ventilation & Drainage Improvements – Proper ventilation components, such as ridge vents or attic vents, must be installed or upgraded as needed. Gutters, downspouts, and drainage pathways must be checked and adjusted to ensure proper water management and prevent future damage.
5. Final Sealing & Weatherproofing – All seams, penetrations, and roof accessories— including vents, chimneys, and skylights—must be fully sealed and weatherproofed to protect the building from leaks and water-related damage.
These essential improvements are not only cosmetic but also foundational for the safe and effective operation of Midtown Recreation Center and to begin programming and serving our growing recreational activity community.
Staff recommends utilizing Sourcewell cooperative purchasing agreement for the Midtown Recreation Center Improvements through Sourcewell. Consistent with City purchasing policies, this strategy ensures competitive pricing without initiating a separate, lengthy bid process. Sourcewell is a national cooperative that provides pre-vetted public contracts for government agencies. This approach will significantly shorten the procurement timeline, allowing the City to begin the work sooner and open the facility to the community faster.
