Lancaster, CA 93534
RE: Scope and Fee to Assess the SR-14 (SR-138)/Avenue G Interchange Improvements to Validate the Scope of Work and Prepare the Project for Grant Funding Applications Dear Mrs. Vander Hyde,
Kimley-Horn is pleased to submit this scope and fee request to the City of Lancaster (City) to assess the SR-14 (SR-138) Highway Equity Corridor Improvements Program (Program) Avenue G Interchange Project (Project) improvements to prepare the Project for grant funding applications.

The SR-14 (SR-138)/Avenue G Interchange PA/ED Traffic Operations Analysis Report (TOAR) uses existing conditions (2014) traffic volumes to develop and analyze opening year (2020) and future year (2040) traffic forecast volumes. With the surge in development along the Avenue G corridor in recent years, the City wishes to reassess the traffic forecasts to confirm the improvements in the Project Kimley-Horn has developed the following scope and fee proposal to reanalyze the traffic forecasts, reassess the preferred alternative design, and update the Project PS&E and construction cost estimates.

Additionally, to support the City in preparing the Project for a competitive grant application, the Kimley- Horn team will conduct an analysis of the economic impacts of the new logistics and industrial development.

SCOPE OF WORK
The Kimley-Horn Team will provide the following scope of work:

Task 1 – Traffic Forecasts Development
Critical Path: Caltrans is currently constructing improvements along SR-14, which have ramps and mainline lanes closed. This task cannot begin until traffic control and lane closures are cleared from all intersections listed in Task 1.1 so that accurate count data can be obtained.

Task 1.1 – Traffic Forecasts
The Kimley-Horn team will develop the traffic forecasts along Avenue G and in the northern portion of Lancaster using Southern California Association of Governments (SCAG)’s 2024 Regional Transportation Plan/Sustainable Community Strategy (RTP/SCS) travel demand model. Traffic forecasts for study locations will be developed through application of a post-processing methodology that uses the difference method, consistent with the National Cooperative Highway Research Program Report (NCHRP) 765: Analytical Travel Forecasting Approaches for Project Level Planning and Design (Transportation Research Board, 2014) methodologies.

The SCAG 2024 RTP/SCS model has a 2019 Base Year and a 2050 Future Year. The model roadway network in the study area will be reviewed to confirm that the base and future year models reflect the existing roadway network, and any improvements planned by the City of Lancaster and in SCAG’s 2024 financially constrained RTP. We will review land uses in the study area and coordinate with the City to ensure that the planned industrial and warehouse land use developments are included in SCAG future year model. We will re-run the SCAG future year model to account for identified transportation and land use projects.

The AM and PM peak hour and daily traffic volume forecasts will be developed at the study intersections listed below. The cost estimate includes 21 study locations. An additional 9 intersections (shown in italics) can be added to the scope of work if requested by the City.

30. 50th St and Avenue H*
* Intersection shown in italics can be analyzed at an additional $2.2k per location if requested by the City.

The traffic forecasts will be developed for both personal auto and heavy-duty truck vehicles. We recommend collecting existing turning movement volumes for both autos and trucks at the study intersections to have an accurate baseline count. We already have traffic counts at six of the study intersections on Avenue F and Avenue G that we collected for nearby projects in 2023 and 2024 and we will collect new traffic counts at the remaining 15 study intersections during the AM peak period (7:00-9:00AM) and PM peak period (4:00-6:00PM) as part of this study. The Future Year (2050) forecasts will be developed by applying the growth calculated from the Base Year and Future Year models to the existing traffic volumes. Interim year forecasts (e.g., Year 2030) can also be developed by interpolating between the existing and Future Year volumes, if needed.

Task 1.2 – Additional Freight Forecasting
In addition to the peak hour intersection forecasts in Task 1, we will provide daily traffic volume forecasts and additional freight related data as described below:
 We will forecast daily heavy duty truck volumes on Avenue G and on the adjacent corridors of Avenue D, Avenue E, Avenue F, Avenue H, and SR-14 for Year 2050 using the SCAG model.  We will collect existing daily roadway classification counts for the five corridors listed above (24- hour count on a weekday).
 We will estimate the growth in truck trips with an origin/destination in the Antelope Valley between 2019 and 2050 conditions using the SCAG model.
 We will use socio-economic data from the SCAG model to report the number of jobs associated with industrial land uses in the Antelope Valley for 2019 and 2050. This data will reflect recently approved and pending projects in the City of Lancaster (Task 1 includes updating the model to reflect these projects).
 We will utilize other big data sources to obtain data on truck origins-destinations in the broader study area. Since the SCAG model ends at the Los Angeles County line, this data will be helpful to understand truck activity associated with Kern County.  We will coordinate internally on SCAG model assumptions and factors relating truck payloads and truck trips to the employment types and groups used in the SCAG model to help provide estimates of potential commodity flow/freight volumes for the Avenue G study area.

Task 1.3 – Technical Memorandum
The methodology and traffic forecasts results outlined above will be documented in a technical memorandum that will be provided to the project team for review. We will respond to one round of comments and submit the final memorandum.

Deliverables: One (1) Draft and One (1) Final Traffic Forecast Technical Memorandum

kimley-horn.com 660 South Figueroa Street, Suite 1040, Los Angeles, CA 90017 213 261 4040

Task 2 – Project Scope Validation
Critical Path: This task cannot begin until Task 1.1 Traffic Forecasts is completed.

Task 2.1 – Traffic Validation
Kimley-Horn will use the updated traffic forecasts completed in Task 1 to assess and validate the design of the preferred alternative.

A Synchro model will be developed to evaluate the 2050 traffic operations at all study intersections in the build scenario only. Existing and 2050 No-build analysis will not be conducted. The AM/PM peak hour analysis in Synchro will be used to assess whether the proposed improvements will still provide satisfactory operations (LOS D or better). If operations with the new 2050 forecasts show any operational deficiencies in the intersection analysis, the analysis will also evaluate what additional improvements are needed to operate at LOS D or better.

The findings will be documented in a brief technical memorandum. It is assumed that no revisions to the analysis or technical memorandum will be required.

Deliverables: One (1) Traffic Validation Memorandum
Task 2.2 – Design Validation
Kimley-Horn will use the traffic validation completed in Task 2.1, along with the freight forecasting completed in Task 1.2, to validate the design of the preferred alternative. It is assumed that the updated traffic analysis will inform at a high level if there is a need to incorporate additional improvements to address any design deficiencies due to the updated traffic forecasts.

Additionally, the preferred design approved in the Project Report will be compared to the latest version of the 7th Edition of the Highway Design Manual (HDM), last updated on 8/8/2025. Any design revisions required due to changes in the HDM will be noted for discussion with the City. Because the extent of required design revisions will be determined at this time, the scope of work and associated fee required for this effort will be reassessed during this discussion.

A concept drawing will be prepared for review by the City. It is assumed that a fully developed Caltrans Geometric Approval Drawing (GAD) will not be required at this time. One round of consolidated comments will be incorporated into a final concept drawing.

Deliverables: One (1) Draft and One (1) Final Concept Drawing Task 2.3 – Cost Estimate Validation
Kimley-Horn will use the updated concept drawing prepared as stated in Task 2.2 to update the Project cost estimate. The Project cost estimate will also be updated to reflect today’s dollars, including escalation to the anticipated mid-point of construction.

Kimley-Horn will also provide an estimated cost to complete the PS&E design for inclusion in the grant application.

Deliverables: One (1) Construction Opinion of Probable Cost Estimate; & One (1) PS&E Fee Estimate

kimley-horn.com 660 South Figueroa Street, Suite 1040, Los Angeles, CA 90017 213 261 4040

Task 3 – Economic Analysis
Critical Path: This task cannot begin until Task 1.1 Traffic Forecasts and 1.2 Additional Freight Forecasting are completed.

Task 3.1 – Review of Existing Plans & Projections
The Kimley-Horn team will review projections for new industrial and logistics development around the Avenue G Corridor/Fox Field Industrial Corridor, including information from the City on any proposed projects and the zoning allowances for the Corridor. These projections will be informed by the traffic forecasts developed in Task 1.

Task 3.2 – Economic Impacts Estimation
The Kimley-Horn team will evaluate a range of potential economic impacts related to new logistics and industrial development in the Avenue G Corridor/Fox Field Industrial Corridor. These will include:
 Job creation by industry and occupation
 Wages associated with new jobs
 Municipal tax revenue (e.g., property tax, sales tax) generated by new uses The Kimley-Horn team will rely on public and proprietary data sources to estimate the above impacts and will build on its previous analysis of employment dynamics in the City to demonstrate the capacity for the City’s existing resident workforce to fill new jobs, and any projected growth in in-commuting associated with these jobs.

The additional freight forecasting completed in Task 1.2 will be utilized to analyze the growth in heavy duty truck traffic and associated volume of goods generated by new logistics and industrial development in the Corridor as it pertains to economic impacts.

The Kimley-Horn team can apply gathered data on site location criteria for new industrial and logistics development, including physical site characteristics that developers and operators prefer, to the parcels in the Avenue G Corridor/Fox Field Industrial Corridor to comment on the relative appropriateness and attractiveness of the sites for this new development. Relevant GIS data will be requested from the City to facilitate this review.

Task 3.3 – Evaluation of Other Interchange-Related Impacts The Kimley-Horn team will consider other economic impacts related to the proposed improvements at the Avenue G and SR-14 interchange. This evaluation will build on the previous work completed for the City reviewing commute patterns and industry growth trends. Specifically, the following evaluations will be completed:
 Commute Patterns: Data will be collected on the number of residents commuting out from the areas surrounding the Avenue G Corridor, as well as the number of workers commuting into the area, using Census sources. This information will indicate the volume of commuters using the Avenue G/SR-14 interchange who would be positively impacted by the interchange improvements.
 Impacts on Other Industries and Related Job Growth: Data will be collected on industries projected to grow in the City and neighboring communities, as well as the County, over the next

kimley-horn.com 660 South Figueroa Street, Suite 1040, Los Angeles, CA 90017 213 261 4040

ten years. Building on the review of existing plans and projects completed in Task 3.1, industries that might be likely to locate in the Avenue G Corridor given its zoning and other characteristics will be identified. The development capacity for these other industries in the Avenue G Corridor will be estimated along with estimated job growth associated with that potential new development. This evaluation will be iterative with Task 3.2, so there is no “double-counting” of new economic activity.

Task 3.4 – Economic Analysis Summary of Findings
The Kimley-Horn team will prepare a PowerPoint presentation summarizing findings from Tasks 3.1 to

3.3 and will present the findings at a meeting with City staff and other stakeholders as appropriate.

Based on feedback provided during this meeting, the Kimley-Horn team will make any requested revisions to its findings and prepare a technical memorandum for City use.

Deliverables: One (1) PowerPoint presentation; & One (1) technical memorandum

Task 4 – Project Management
Kimley-Horn will attend up to four (4) meetings with the City to discuss upcoming tasks and actions.

Kimley-Horn will prepare monthly invoices with a bullet summary of the tasks performed each month.

This scope assumes a contract duration of four (4) months.

Deliverables: Monthly Invoices
Optional Task 5 – Project Photo Simulation Rendering
Critical Path: This task cannot begin until Task 2.2 Design Validation is completed.

Kimley-Horn has a dedicated team of design visualization specialists that take complex plans and turn them into beautiful renderings that both technical and non-technical audiences can connect with.

In this location, the interchange design incorporating two roundabouts is a significant change from the existing condition in terms of functionality and aesthetics. Developing a before and after rendering of the proposed design can add significant value to a grant application as it allows grant reviewers to better imagine the constructed Project and the benefit it can provide.

There are several levels of visualization quality and associated cost to consider. Please see the descriptions and associated costs summarized below. Examples of each can be provided upon request.
1) Illustrative sketch over an existing aerial perspective. - $3,566.00 2) Photo-realistic 2D overlay into a high-resolution (top down) aerial photo. - $6,554.00 3) Photo-realistic 3D design overlay on a high-resolution aerial drone perspective. - $9,882.00
