EXHIBIT “A”
SCOPE OF SERVICES
The City shall authorize specific consulting services for capital projects by means of the attached “Authorization for Consultant Services.” Each “Authorization for Consultant Services” shall specify all required activities, the time of completion, a not to exceed cost, a project identification name for purposes of invoicing, and the name of the Project Manager.
The Consultant shall maintain separate costs for each project and shall identify the costs specific to each project.
The work to be performed under this contract shall include:

SR-14/Avenue K Interchange- PS&E Amendment No. 5
TASK 1- PROJECT MANAGEMENT/TECHNICAL SUPPORT 6-15-2024 through 12-31-2025 1a. Oversaw plans and updates that consist of follow up communication with SCE and City of Lancaster and monthly meetings. This includes Meetings with Caltrans for the updating of SCE plans and Encroachment permit. Coordination with SCE and City of Lancaster for transmission and distribution lines and joint use agreement. 1b. Followed up with Caltrans regarding RTL and encroachment permit of SR-14/Ave K interchange improvements.
TASK 2- PROJECT MANAGEMENT/TECHNICAL SUPPORT 1-1-2026 through 12-31-2026 2a. The above services will continue until obtaining Caltrans SCE Encroachment permit approval, Joint Use Agreement (JUA) between SCE and city of Lancaster and providing technical support during the relocation of the poles and the installation of new SCE facilities.
2b. Follow up with Caltrans regarding RTL and encroachment permit of SR-14/Ave K interchange improvements. This excludes updating PS&E and RSPs.
TASK 3- TECHNICAL SUPPORT FOR SCE TRANSMISSION AND DISTRIBUTION LINES 3a. Prepare exhibit and application for the JUA between the City and SCE on the JUA area (width and length). This includes the CAD work of the exhibit. Follow up with SCE and the City for JUA's execution.
TASK 4- UPDATE PS&E TO CONFORM WITH 2025 STANDARD PLANS AND SPECS 4a Update PS&E design plans to Conform with 2025 Standard Plans. 4b. Update PS&E specifications to Conform with 2025 Standard Specifications. 4c. Update PS&E Engineer's Estimates to Conform with 2025 bid unit process.

PAYMENT CLAUSE
The City of Lancaster shall reimburse the CONSULTANT for actual costs , including labor costs and employee benefits incurred by the CONSULTANT in performance of the work for Additional Authorization No. 5 in an amount Not to Exceed $ 167,736.33 for a total amount Not to Exceed $3,002,078.83.
Actual costs shall not exceed the estimated wage rates and other costs as set forth in the CONSULTANT’S proposal. Source documentation supporting billed costs must be submitted with invoice. CONSULTANT shall provide a cost breakdown with hourly rates for each office and field function in the event that additional work is required beyond the not to exceed fee given. Any additional work will require a separate Authorization for Consultant Services signed by both parties.
Consultant shall not be reimbursed for actual travel expenses incurred in the performance of the work.
Term Extension:
The Term of the Agreement for Professional Consultant Services, Ave K Interchange SR -138 (SR-14), dated March 18, 2019, was previously extended for a period of two (2) years beyond the original two (2) years and seven (7) months Term stated in the AGREEMENT.
Per this Additional Authorization, the term of the Agreement for Professional Consultant Services shall be extended for a period of three (3) years and seventy-five (75) days.
In no event shall performance of the work be completed later than December 31, 2026 without the prior written authorization of the City. If Consultant fails to complete the work in this time period, City may avail itself of any and all remedies provided for in the AGREEMENT.
