Background:
On March 15, 2016, the City of Lancaster held a community open house to solicit public input regarding the inclusion of several State Route 14 interchange improvement projects in the Measure R Local Return funding program. The projects included the State Route 14 (State Route 138) /Avenue G Interchange Improvements and Avenue G Widening Project, as well as improvements at the Avenues M, L, K, and J interchanges. While all projects received community support, they were prioritized in the following order: Avenues J, K, M, G, and L.

Since that time, the City has substantially completed the Avenue J Interchange Improvements Project, anticipates entering construction on the Avenue K Interchange Improvements Project within the next 18 months, and has secured construction funding for the Avenue M Interchange Improvements Project, which is anticipated to be completed in 2030. With these projects advancing, it is now appropriate for the City to prepare the Avenue G Interchange Improvements Project to be competitive for upcoming discretionary grant funding opportunities.
It has been approximately ten years since the community open house was conducted. During that time, the City has experienced substantial industrial and logistic development and has annexed approximately 11 square miles of land north of the project area. Given these changes, it is important to re-evaluate the proposed improvements to ensure the project continues to meet the City’s long-term mobility and circulation needs.
The State Route 14 (State Route 138)/Avenue G Interchange Project Approval and Environmental Document (PA/ED) Traffic Operations Analysis Report (TOAR) relied on existing traffic volumes from 2014 to develop and analyze opening year (2020) and future year (2040) traffic forecasts.
Due to the significant development that has occurred along the Avenue G corridor in recent years, the City intends to reassess these traffic forecasts to confirm that the proposed improvements remain appropriate for current and anticipated conditions.
Task Order No. 6 will provide updated traffic forecasts, re-assess the preferred alternative design, and prepare an updated concept drawing and overall project cost estimate. In addition, the Kimley- Horn team will evaluate the economic impacts associated with the recent logistics and industrial development within the project area to support the City’s preparation of competitive discretionary grant applications.
